For some time now, bridge collapse, roads caving in, dams breaching is happening quite often

It’s corruption, nothing else.

हमारे घरों में भी घूँघट था। लेकिन सत्तर के दशक में परिवार के वरिष्ठ लोगों ने उसे ख़त्म कर दिया।

ये ख़ुद के विवेक से हुआ। लेकिन अगर किसी बाहर के व्यक्ति ने ज़बरदस्ती घूँघट हटवाने की कोशिश की होती, तो शायद हिंसा हो जाती।

यही मामला हिजाब का भी है।

धार्मिक बातों में ज़बरदस्ती या सरकार द्वारा बदलाव के असफल प्रयास विश्व में किए जा चुके हैं।

सोवियत यूनियन ने धर्म को लगभग बैन कर दिया था। धार्मिक नाम भी ख़त्म कर दिये थे।

लेकिन 70 साल बाद जब सोवियत सत्ता ढही, धार्मिक संस्थाएँ और रीतियाँ रातों रात फिर ज़िंदा हो गई!

90’s में मैंने ख़ुद पुराने सोवियत इलाक़ों की यात्रा में देखा कि धार्मिक रीति रिवाजों पर सरकार या दूसरे समुदायों के कंट्रोल का असर केवल सत्ता रहने तक ही रहा। लोगों के मन में परम्परायें ज़िंदा रहीं, सत्ता बदलते ही वापिस हो गई।

क्यूबा v वियतनाम जैसे देशों में भी मैंने यही पाया

NYT का लेख कहता है कि AAP सरकार में दसवीं का रिज़ल्ट 100% है, जो 2014 में 89% था।

ये भी अर्धसत्य है।

2013 में दिल्ली के सरकारी स्कूल का रिज़ल्ट 99.45% था, जो AAP सरकार के पहले साल में गिर कर 89% हुआ था।

2012 में ये 99.23% था
2011 में 99.09% था।

काश रिपोर्टर मेहनत भी कर लेता!
पहले दिल्ली के सरकारी स्कूल के प्राइवेट स्कूलों से काफ़ी पीछे रहते थे -45% से भी ज़्यादा।

शीला दीक्षित जी के नेतृत्व वाली कांग्रेस सरकार के काम के वजह से धीरे धीरे स्थिति सुधरती गयी और 2011 आते आते दिल्ली के सरकारी स्कूल आगे निकल गए।

ये कांग्रेस मॉडल था - असली काम

और फिर आयी AAP सरकार और सरकारी स्कूल के दोबारा पिछड़ने लगे।

2014 में 89%
2017 में 92.44%
2018 में 68.9% रह गया
2019 में 80.97% था
2020 में ये 82.61% था

2021 और 2022 में सुधार का एक कारण कोविड के कारण internal valuation भी हो सकता है।

Heard that BJP can force Speaker Election in Maharashtra as the first step.

But there are difficulties before BjP.

1. A petition is pending in Supreme Court against change of rules for Speaker election. It’s filed by BJP MLA Girish Mahajan.

2. Because of this petition, Governor had directed in March, 2022 that the he can’t permit election for the post of Speaker.

3. If Gov now wants to permit election for Speaker, the BJP MLA’s petition needs to be withdrawn from SC.

4. Will this petition be withdrawn?

5. If BJP’s MLA does withdraw the petition, what are the options before the Governor?

6. Gov will have to issue summons for convening the Assembly session to hold Speaker’s election.

7. But there is no recommendation of the Council of Ministers for summoning the session!

Can the rebel MLAs split a legislative party by 2/3 and save their membership without merging into another party?

No

The 10th Schedule of Constitution was amended in 2003 and the clause relating to splits was deleted.

Late Sh. Arun Jaitley then said in Lok Sabha….

‘The first part of the amendment seeks to delete clause 3 of the 10th Schedule which so far permitted splits as far as political parties are concerned...once the provision is being eliminated, there is very little discretion left even in the adjudicatory authority today.’

As a result, the 10th Schedule today has no clause relating to split, regardless of any numbers.

Only clause that saves rebel members from disqualification is Clause 4, titled ‘Disqualification on ground of defection not to apply in case of merger.’

Eknath Shinde submitted a notice to move a resolution for removal of Narhari Zirwal as Deputy Speaker of the Maharashtra Legislative Assembly under Article 179 of the Constitution of India read with Rule 11 of the Maharashtra Legislative Assembly Rules.

What do rules say?

1. Any motion in Assembly can be moved only after the Governor issues summons to convene the assembly session.

2. Rule 11 of Maharashtra Assembly says that once the notice to remove Speaker is received, it has to be given 14 days notice.

3. On expiry of 14 days, notice will be read in the sitting of the Assembly & then the rest procedure for removal will follow.

As of now, Gov has not issued summons to convene the session, so Sh. Shinde’s letter is not a motion to remove Deputy Speaker, it’s only an intent.

If Eknath Shinde has 37 Shiv Sena MLAs, then what is the problem?

1. Legally, he cannot split the party and claim to be real Shiv Sena without resignation of 37MLAs. Current law stipulates that split group in Assembly has to merge into another party.

2. Even if rebel MLAs resign, they can’t claim to be the real Shiv Sena on the basis of split in legislative party. They have to split the organization also, which includes all decision making bodies of Shiv Sena

Splitting the organisation is a difficult task. Also ascertaining the strength is a complex process for Election Commission, which has over riding powers in this matter. If the ECI is unable to decide organisational support of rival groups, it may consider only MPs & MLAs.
