Proxies are also looking to appropriate President Volodymyr Zelensky's property in Crimea, Interfax reported.

Russian authorities made a decision to halt the U.N.-brokered grain deal back in September – not today, according to President Volodymyr Zelensky.
"Russia began deliberately aggravating the food crisis back in September, when it blocked the movement of ships with our (grain)," Zelensky said in his evening video address on Oct. 29.
"Why a handful of people somewhere in the Kremlin can decide whether people in Egypt or Bangladesh will have food on their tables? The world has the power to protect people against this," Zelensky said.

Currently, Russia's "severely undermanned, poorly trained force in Ukraine is only capable of defensive operations," the U.K. Defense Ministry wrote.

High-precision missiles have often been used against purely civilian targets in Ukraine, such as the strike on Vinnytsia in July, hundreds of kilometers from the front lines, which killed 28 people, including a four-year-old girl.

Ukraine's Foreign Minister Dmytro Kuleba spoke with U.S. Secretary of State Antony Blinken following Russia's Defense Minister Sergei Shoigu's claims that Ukraine could escalate the situation with a dirty bomb — a device that uses explosives to scatter radioactive waste.
Russia provided no evidence to substantiate its allegation. "Russian lies about Ukraine allegedly planning to use a ‘dirty bomb’ are as absurd as they are dangerous," Kuleba said in his earlier statement.
