1/What Musk is describing here is the concept of the Noosphere — which is also Putin’s policy agenda. I’ve been writing about this. Whether Musk is referencing this syncretically or quite intentionally, it’s well worth noting.

2/This piece, which is Russian propaganda, describes the overall concept, rooted in pseudoscience, which Putin first started articulating as far back as 2000.

4/Here is a RAND corporation report on the concept of the Noosphere from 2020. I’ve been in touch with the authors and have updated them with some of the more recent developments, which have been met with concern.

5/Putin’s Chief of Staff Anton Vaino, appointed in 2016, claims to have invented a Nooscope. This is nonsense, but “owning” Twitter would get you a dataset that might approximate such a thing.
