WHY I AM VOTING YES ON MO AMD. 3 🧵

I have read the actual text several times. To start the "it's too long" argument is a completely misleading argument. Intentionally so. The 39 pages includes 16+ pages that is a restatement of the medical law with updates.
Those updates include:
- Med cards good for 3 years not 1
- Care givers can cover up to 6 persons not 3
- Care givers can grow up to 24 plants at a time
- Adds employment protections for use
As to the new legalization portion:
1. Sometimes the phrase "something is better than nothing" has greater meaning. This law is one of those times. If MO3 fails then the ONLY thing we can say for certain is that MJ in #Missouri will remain illegal but for the medical allowance.
2. The immediate impact of this law is substantial.
- Expungement for all prior Misdemeanor offenses (and under) which is funded by the tax and required for the Courts to carry out w/in the first 6 months
- Same for MOST felonies within 12 months
- Those currently serving...
...a sentence for something that would be NOW legal can apply in 30 days (when law takes effect) for release.
- Increased funding for drug treatment programs (which are lacking in Missouri)
- Increased funding for the public defender system
3. The prohibition on public consumption is nothing outside of the way we regulate tobacco smoking and drinking in public. The penalty is actually less as a CIVIL FINE capped at $100
4. Possession of 3oz of actual dried MJ is 3 full zip-lock sandwich baggies. If you have 3-6oz and are caught you could have a CIVIL fine of up to $250 for first time and second time up to $500. You have to violate 3 times before potential criminal charge which is ONLY a misd.
5. And those fines? They have a community service allowance, for the entire fine.
6. A minimum (not a cap) of 144 micro business licenses MUST be given within the first 5 years. The language on these is clearly designed to try and mitigate the years of disparate impacts of drug laws on people of color.
Bottom line: It isn't "perfect" but also, what does that even mean? Complete blanket legalization without limit or control for commerce? Should it be legal for your neighbor to have an entire back yard of MJ plants? Should there not be an age limit?
This law is one of the MOST liberal MJ Legalization laws in the country and of the 5 states currently pending it is BY FAR the most liberal approach. Voting NO on MO 3 is short sighted and foolish.
