Shanghai. The vehicles appear to be DongFeng Mengshi GEN-III CSK-182 HMVs. The equipment atop should be non-lethal. Not exactly sure what police service this belongs to but the CSK-182 is relatively new and has gone to the PLAGF.

In this instance, I noted registration numbers seen in a reasonable enough timeframe (2019-2022). I omitted the now broken-up An-124 RA-82042. This produced a list of likely airworthy airframes: 10x An-124s & 5x Il-76s, which I then add to a 'multiple' @ADSBexchange search. 3/

There is (IMHO unconfirmed, yet highly credible) video starting to circulate with what appears to be many different POVs from multiple USVs in & around Sevastopol, including several engaged on targets at sea.
