Look at the reporting on Mermaids or the work of Genevieve Gluck and you see that the former motive is for sure present...however, the capture of medical and educational and political establishments so that your local librarian believes it axiomatically took a different path
Started reading America on Fire and you can just tell right away that the historical answer is: the alternatives to policing for re-establishing order in communities wracked by pervasive crime and violence were vaporous and community leaders eventually realized that
