Spiced fish dish w/ Moroccan inspiration

Spice blend of sweet and spicy paprika, nutmeg, cinnamon, salt, sugar, chili flakes, cardamon, cumin, turmeric.
Marinate red snapper in some of the spices.
Carrot, red onion, zucchini, red and orange bell pepper.

Ten cloves of garlic, three crushed, two minced, the others whole.

In a deep large pan we began by sauteing onions in olive oil with salt and then added crushed garlic and some of the spice blend; then adding the chopped tomatoes, and red and orange sliced peppers.
After several minutes we added a bit of warm water, and more spices and vegetables and garlic. We continued to slightly salt the mixture. We added parsley and coriander and dash of chives.
Then we added a cup of water and cooked down covered. Finally we added three filets of red snapper and a small piece of salmon, covering the fish in the now well-cooked vegetables.
After several minutes when the fish is cooked through garnish with more chopped parsley, coriander and chives and serve over rice or other side dish.
