On October 31, 2016, the Moscow–Washington hotline was used to reinforce Barack Obama's September warning that the U.S. would consider any interference on Election Day a grave matter.

The establishment of the Moscow-Washington hotline on August 30, 1963, marked a significant milestone in Cold War diplomacy and crisis prevention. This direct communication link between the United States and the Soviet Union was a response to the harrowing experience of the Cuban Missile Crisis in October 1962, where slow and cumbersome communication channels had heightened the risk of nuclear conflict.

This new technology was indeed a significant improvement over the previous system of telegraphed letters that had to travel overseas, often taking hours to deliver.

However, it's important to note that the hotline was not the instant voice communication system that many imagined. It was not a red telephone that leaders could simply pick up for immediate conversation. Instead, messages had to be typed, encrypted, and transmitted, reaching the other side within minutes – still a vast improvement over the previous system.

The hotline was reserved for emergency use only, not for routine governmental exchanges. It saw its first official use by the United States on November 22, 1963, to inform the Soviet Union about President Kennedy's assassination.

The U.S.-Russian hotline, now a secure computer communication system, has been used during major crises such as the Six Day War of 1967, the Soviet invasion of Afghanistan in 1979, the 9/11 attacks of 2001 and after the U.S. invasion of Iraq in 2003.

Over the years, the technology has been updated.

In 1986, the system shifted to fax machines, and since 2008, it has utilized a secure computer link for exchanging email messages.
