First, you have to argue with the target.
Get dozens of replies.
Most people back out of multi-reply arguments and move on due to ADHD, so it reduces the audience size

Once you're sure it's just you and the target, you go find OSINT on the person via Google. IF you can't find anything, just put a random email address in intelx.com and take that URL
Then go to iplogger dot org and create a link from there with the URL you copied
Then drop the iplogger link (use a different domain name, and delete the card preview before posting) in a reply in the argument with the question "So is this you?"

And because of the argument, you reduce the amount of third-party false positives that also click.
Then you do a time analysis of their tweets with tweetstats.com to figure out sleep patterns.
