Request to change how the mobile home community is referred to, from “park” to community.

Gentleman from Bishopgate at Old Trail talking about parents parking to pick up kids from school that is a safety concern. Lots of kids cross the road

I think he’s talking about this intersection. “A lot of the cars are for parents who don’t live on Bishopgate; they are trying to short circuit picking kids up from school.”

Another, “it’s a disaster; it takes me forever to get to my kid’s bus” - there aren’t enough bus drivers.

She’s talking about Crozet Elementary now b/c so many kids have been shifted from Brownsville.

Me: We need to actively invest in more bike/ped infrastructure rather than doing the same bad things even more.

Joe clarifying that the CCAC does not have power to do anything, as that’s done by actual voting bodies - BoS, Planning commission, etc.

73 homes, zoned R6, predates current zoning but is allowed to continue. If they want to make additions, they need special use permit.

Ultimately, the Board of Supervisors will be the ones approving/denying.

The request is for 14 additional mobile homes.

Proposed density is w/in the urban density proposal.

The orange units make it easy to see new ones.

Valerie: curious, were units in those places before?
A: maybe.

Public member reminds of the big green house that used to be on Park Road. (I know I took a picture of that once)

Lonnie Murray: is it on public water/sewer?

A: it’s sort of like an apt. building; no individual meters that tie into public water/sewer.

Joe: will the giant tree stay?

A: ideally yes. (Me: that probably means no)

Joe to Kevin (county) - is there any way to require great trees to stay?

Public - they cut down all the trees for Westhall, why would they save this one?

Kevin - maybe (me: no)

Marc - how much clearcutting will be done on north side?

Kelsey - 100 ft separation of the buffer area.

Marc - I live in Westhall; when Eastern Ave connects, that’s connecting 250 to Park Road. What barrier can be put in to protect their homes?

(Cynical me: anywhere that’s green will be cut down in Crozet)

Rebecca - they’ll put in sidewalks in front of the community.

Marc - twice cars have gone through Crozet Park fence, what protections are being done?

There will be a 50’ buffer, which is twice what’s typical on this type of project.

Me: this is a great podcast about stroads. Where humanity is an afterthought when building roads & streets, and focused *only* on cars.

Shawn Bird: to the residents from the mobile home community - are you for or against this?

Resident: I’ve been there my whole life. Albemarle suffers from very little affordable housing. If the 14 homes aren’t approved, developer will sell to apartments.

Public - Most here are in on social security or disability.

She brings up other proposals; if you reject this, you’re not concerned about affordable housing.

*Everyone* needs an opportunity to live here.

Public - as far as traffic, traffic has tripled since Westhall came in. 14 new homes won’t do much compared to what’s already come.

Joe: this is opportunity to show that we value affordable housing.

Public - if you do the 14 houses, how long to plan to keep this as a mobile home community?

Me: everyone needs to watch this part of the meeting.

Allie - I heard there was a promise made that it wouldn’t be flipped for 5 years - Kelsey, can you answer this?

Kelsey - all of these improvements are incredibly expensive.

Allie - they paid a lot ($4M); I’d love to hear a longer term commitment.

Me (not sure gov’t can negotiate a private developer to keep a property)

Kelsey - I think they’ll stay for a while.

Public - we pay water bills now. The developer has added stop signs and signage.

Old Trail resident: what are the current by-right uses?

Long discussion.

Now Kevin from County - 6 units per acre. Total of 87 units.

Joe: master plan this is middle density.

Public - this is an opportunity for you to bind together to extract concessions like rent control

Me: this is absolutely not something CCAC can do, and likely not BoS.

Rebecca - we need to stay in our lane re: the law & how far you can go re: special use permit.
