CCAC meeting tonight.

Wondering if people will come to oppose the mobile home park expansion.

realcrozetva.com/2023/01/05/cca…

#CCAC0123
Waiting for a quorum to form for the CCAC.

#CCAC0123
My view. Members of the public are introducing themselves.

Old Trail, White Hall, Mobile Home Community, Glenbrook, Western Ridge, Greenwood represented.

#CCAC0123
Welcoming @craftypanda as the CAC staff liaison — Joe’s going to talk a bit later about some projects they’re working on.

#CCAC0123
Testing to see if @-ing someone and then removing them breaks the thread.

#CCAC0123
Joe talking about how they’re going to try to plan out meetings by quarter so all know what’s going on and what to expect.

Alison talking about sending a preview of the meeting to the CCAC, which would allow for better conversations at the meetings

#CCAC0123
Reminder about the agenda. Joe talking about how meetings will hopefully be more relevant to the community w/ more input from community.

#CCAC0123
On to community concerns.

Request to change how the mobile home community is referred to, from “park” to community.

Gentleman from Bishopgate at Old Trail talking about parents parking to pick up kids from school that is a safety concern. Lots of kids cross the road

#CCAC0123
I think he’s talking about this intersection. “A lot of the cars are for parents who don’t live on Bishopgate; they are trying to short circuit picking kids up from school.”

google.com/maps/place/Bis…

#CCAC0123
Another, “it’s a disaster; it takes me forever to get to my kid’s bus” - there aren’t enough bus drivers.

She’s talking about Crozet Elementary now b/c so many kids have been shifted from Brownsville.

#CCAC0123
Me: We need to actively invest in more bike/ped infrastructure rather than doing the same bad things even more.

#CCAC0123
On to the mobile home community presentation.

Joe clarifying that the CCAC does not have power to do anything, as that’s done by actual voting bodies - BoS, Planning commission, etc.

More clarifying: this is a legal public meeting. Kevin from the County is up.

#CCAC0123
73 homes, zoned R6, predates current zoning but is allowed to continue. If they want to make additions, they need special use permit.

#CCAC0123
Me: this is the type of presentation that should be sent out prior to meetings.

#CCAC0123
Ultimately, the Board of Supervisors will be the ones approving/denying.

Note the timeline posted here.

Forgive my angle.

Kevin’s email - kmccollum@albemarle.org

#CCAC0123
Now Kelsey, rep for the mobile home community developer, Shimp Engineering.

The request is for 14 additional mobile homes.

Proposed density is w/in the urban density proposal.

The orange units make it easy to see new ones.

#CCAC0123
Questions.

Valerie: curious, were units in those places before?
A: maybe.

Public member reminds of the big green house that used to be on Park Road. (I know I took a picture of that once)

#CCAC0123
Lonnie Murray: is it on public water/sewer?

A: it’s sort of like an apt. building; no individual meters that tie into public water/sewer.

Joe: will the giant tree stay?

A: ideally yes. (Me: that probably means no)

#CCAC0123
Joe to Kevin (county) - is there any way to require great trees to stay?

Public - they cut down all the trees for Westhall, why would they save this one?

Kevin - maybe (me: no)

Marc - how much clearcutting will be done on north side?

#CCAC0123
Kelsey - 100 ft separation of the buffer area.

Marc - I live in Westhall; when Eastern Ave connects, that’s connecting 250 to Park Road. What barrier can be put in to protect their homes?

(Cynical me: anywhere that’s green will be cut down in Crozet)

#CCAC0123
Kevin - sidewalks have been recommended

Me: required, or recommended?

Rebecca - they’ll put in sidewalks in front of the community.

Marc - twice cars have gone through Crozet Park fence, what protections are being done?

Shorter Rebecca: focus on this project.

#CCAC0123
There will be a 50’ buffer, which is twice what’s typical on this type of project.

Me: this is a great podcast about stroads. Where humanity is an afterthought when building roads & streets, and focused *only* on cars.

Costas asking about alley and fire access.

#CCAC0123
Me four years ago - fire trucks and street designs.

realcentralva.com/2018/03/15/fir…

#CCAC0123
Shawn Bird: to the residents from the mobile home community - are you for or against this?

Resident: I’ve been there my whole life. Albemarle suffers from very little affordable housing. If the 14 homes aren’t approved, developer will sell to apartments.

#CCAC0123
Public - Most here are in on social security or disability.

She brings up other proposals; if you reject this, you’re not concerned about affordable housing.

*Everyone* needs an opportunity to live here.

Me: *everyone* needs to watch her comments.

#CCAC0123
Public - as far as traffic, traffic has tripled since Westhall came in. 14 new homes won’t do much compared to what’s already come.

Joe: this is opportunity to show that we value affordable housing.

#CCAC0123
Public - if you do the 14 houses, how long to plan to keep this as a mobile home community?

Me: everyone needs to watch this part of the meeting.

Allie - I heard there was a promise made that it wouldn’t be flipped for 5 years - Kelsey, can you answer this?

#CCAC0123
Kelsey - all of these improvements are incredibly expensive.

Allie - they paid a lot ($4M); I’d love to hear a longer term commitment.

Me (not sure gov’t can negotiate a private developer to keep a property)

Kelsey - I think they’ll stay for a while.

#CCAC0123
Public - we pay water bills now. The developer has added stop signs and signage.

Old Trail resident: what are the current by-right uses?

Long discussion.

Now Kevin from County - 6 units per acre. Total of 87 units.

Joe: master plan this is middle density.

#CCAC0123
Public - this is an opportunity for you to bind together to extract concessions like rent control

Me: this is absolutely not something CCAC can do, and likely not BoS.

Rebecca - we need to stay in our lane re: the law & how far you can go re: special use permit.

#CCAC0123
Ken Thacker - any thought about connecting this part with other neighborhoods?

Shawn - is there a way to get to Park w/o getting I road?

Resident - sort of.

Terri Miyamoto - there are “social trails,” but nothing official

Me: we need non-car focused infrastructure

#CCAC0123
That’s done.

On to committee business.

Hep with website content and development project updates.

I asked what the website is.

You can find it here.

#CCAC0123
Joe talking about doing development monitoring & updates.

How can we help keep tabs on status of things?

Asking for CCAC members to help.

Also, here’s the direct link to the CCAC site on Albemarle’s site.

albemarle.org/government/com…

#CCAC0123
On to virtual meeting discussion

We can use 3 virtual meetings/year. Not back to back.

Have to give notice.

me: this seems relevant.

cnn.com/2023/01/11/pol…

#CCAC0123
Temperature of the group is in person is better.

All valid concerns re: clunkiness of online.

Me: I don’t like covid.

Bought a domain during last night’s meeting. I’m sure I could have come up with a better one had I not been doing it on the fly.

@craftypanda I won’t tell. Emily said we’d be happy and excited by the people. And that’s fantastic!!

#CCAC1122
Guy from the public saying it would be helpful to articulate the purpose of the CCAC.

Reasonable.

He’s saying the County should reach out to Roanoke. And to invest significantly in the tech; we are 1995 tech.

Emily - we’re getting started on that.

#CCAC1122
I just looked for the CCAC page on @AlbemarleCounty site; nope. So hard to find.

Minutes approved. My zoom is odd … not seeing a gallery view option, just the person in focus talking. I like gallery better. #CCAC1021
Allie - Comments from the CCAC on upcoming agendas?
