/4 money was to be spent β€” no strings attached β€” the provincial government had redirected the funds to general revenue to reduce the provincial deficit. Any chance of successful health reform and renewal was further prevented by the fact that during this post-millennium
/5 period, most provincial governments were struggling with growing deficits and public debt. Subsequently, in the hope to reduce the mounting financial dilemma, the provinces decided to dismantle the existing system of regional health authorities right across the country to
/6 try and save administrative costs.

Consequently, all of the impassioned health CEOs and their senior management staff across Canada were broken up and either reassigned or downsized, thus erasing the national strategic knowledge base needed to reform and renew
/7 our ailing universal Canadian health-care system.

Three sub-accounts
My advice to the federal government, to hold the provincial governments accountable, is to break the new Canada Health Transfers into three sub-accounts, as follows:
/8 1. A primary health-care transfer fund focused on accelerating the rollout of multi-disciplinary community clinics so that more Canadians will be able to access the right primary care clinician, (family physicians, nurse practitioners, pharmacists, nutritionists,
/9 social workers, mental health clinicians, etc.) at the right time, and in the right place when needed.

2. A home care transfer fund focused on finally expanding the scope and scale of home care services, including tele-home care to rural and remote communities.
/10 3. An urgent health-care transfer fund focused on the most pressing short-term issues of crowded emergency departments, crowded hospitals, which addresses the stress, morale and retention of the health human resource sector.

So, before the federal government issues
/11 this new round of multi-billion-dollar Canada Health Transfers to the provinces, contact your local MP and MLA and demand that all your tax dollars be allocated, with enforceable conditions, to finally reform and renew our indispensable universal health care system.

PMJT has made some great policy moves over the last few years, some of them help a lot of people, now hear me out, most of these policies have not/1
