/ A quick 🧵on two seemingly innocuous things that are actually allowing 🇷🇺 occupation officials to strengthen social and administrative control of occupied areas of 🇺🇦: birth certificate registration and maternity capital.
/🇷🇺-backed #Zaporizhia occupation head Balitsky announced that families in occupied Zaporizhia can register 🇺🇦 birth certificates- as long as they are translated into 🇷🇺 at the Ministry of Internal Affairs. How does this expand occupational control?
/ In two ways- 1) it forces families to interact with 🇷🇺administrative organs (eg. registering at the Ministry of Internal Affairs) and 2) it means that children’s names and place names will be registered with the 🇷🇺 orthography instead of the 🇺🇦. This is crypto-Russification.
/ #LNR Head Pasechnik announced that the LNR has been issuing maternity capital certificates since JAN 1.
/ While maternity capital (social benefits accrued to families for having more than one child) is not a new concept in the post-Soviet world, it allows for the expansion of social and administrative control of occupied 🇺🇦. How?
/It forces families to register with 🇷🇺 controlled administrative bodies to obtain maternity capital payments and incentivizes families in occupied areas to have additional children, who will be registered as 🇷🇺 citizens upon their birth in occupied territories.
/ I write about this and more in the occupation section of yesterday’s @TheStudyofWar Russia update.
