The Senate’s rule went one step further and said that any messages sent or received on the private device of any legislator, staff member, intern, or contractor “is not subject to public inspection” — a flagrant public records loophole.

Trump had plotted to oust acting Attorney General Jeffrey Rosen and replace him with Clark, who was willing to bolster Trump’s baseless claims of widespread voter fraud and help him use the Justice Department to overturn his election loss.
On Dec. 28, 2020, acting Deputy AG Richard Donoghue emailed Clark and rejected his proposal.
