Next thing in this reconnaissance vehicle is payload. A regular weather balloon can lift about ... 8 pounds (4 kg). If you wanted to put spy camera gear, long telephoto lenses, recording devices, you'd need a giant balloon say 100 feet (33m) in diameter - enormous

I see, yes, but that is the next problem. You can't retrieve the intelligence gathered. It stays onboard. You cannot carry planetary transmission gear onboard, so you take photos or video, and have to wait days for the balloon to fly somewhere where you can recover it

Yes exactly. There's considerable danger that the country you wanted to spy on will recover your balloon. Or another nation will. Or it crashes & nobody gets it. This's not the recommended way to do spying. Perhaps you might consider a more conventional spy satellite?

The photo in question was posted to Twitter in 2018. It is completely compliant with Twitter guidelines. There is no nudity, no violence, no threats. It is a group photo taken willingly of three adults, all smiling & shared by one of the 3. NONE of the 3 have requested it removed
The reason you want me to remove the photo, is because one of the 3 adults in the photo is a relative of yours. That seems odd to me, because that adult relative is here on Twitter (as are the other 2). But I engaged with you nonetheless. I was trying to be accommodating to you

The photograph was posted onto Twitter in 2018 & has been shared widely by hundreds of accounts. Amy Lockhart has not asked the ORIGINAL person posting the pic to take it down (I have that full TW feed)
She has no rights to this photo. Nor any right to ask me not to share it
