Taoiseach @LeoVaradkar says negotiations on EU accession for Ukraine should begin by the end of the year.
2/ Arriving at the #EUCO in Brussels he said: “Obviously, Ukraine has to meet the criteria. But we've all been enormously impressed about how the Ukrainian government and the Ukrainian people are doing everything they can to meet the test or membership.
3/ “I don't think we should dilute those tests but if Ukraine satisfies the criteria for membership, then we should advance their application.”
4/ Mr Varadkar said the fact that Ukraine is partly occupied by Russia should not hold up accession talks, referring to Cyprus as an EU member state where part of its territory was not under its control.
5/ The Taoiseach will meet @ZelenskyyUa at the summit via rotating bilaterals involving small groups of EU leaders
6/ He told reporters: “This is an opportunity for us as Europeans to say that we stand 100%, behind Ukraine. We will stand with Ukraine until Ukraine has peace again, and achieved a lasting peace.
7/ "That means Russia withdrawing, and it means Ukraine being allowed to continue on its democratic and European path.”

He said Ireland would not change its position regarding only sending non-lethal support to Ukraine.
8/ Mr Varadkar said: “Ukraine is seeking military aid from other European countries, particularly Germany, particularly France. We don't have fighter jets, or tanks or heavy weapons. Even if we wanted to, it would be against our policy of neutrality.”
9/ He said Ireland was supporting Ukraine in financial and humanitarian ways, as well as sending body armour.

Taoiseach @LeoVaradkar told reporters at the EU summit that Ireland should be “fair, firm and hard” when it comes to asylum seekers, suggesting there should be a swift assessment of those who allegedly arrive in Ireland under false pretenses.
2/ He said:"We need to be fair with refugees, because refugees are welcome in Ireland and people that need our protection should get it.
3/ “We also need to be firm with people who come to Ireland with a false story or false pretenses. We need to be firm with them, and say that we are going to make a quick decision on [their] application, and we will return you to your country of origin. People expect that.

EU negotiator @MarosSefcovic on NI Protocol talks and @rtenews report on EU accepting UK red and green lanes proposal, says the IT agreement "would allow us to improve dramatically the flow of information which we need to protect the integrity of the EU single market.
2/ "We've been proposing a so-called Express Lane for the goods which are to stay in NI which have no risk of making it into the EU single market.
3/ "Therefore we do not insist on the precise names. We just want to make sure that the system would work."

NEW: The EU will accept the principle that GB goods shipped to NI and staying there should be treated differently to goods moving south into the single market and as such will agree to a green and red lane model at ports, as proposed by the UK, a senior EU official tells @rtenews
2/ Significantly, the green and red lanes, at Northern Ireland ports, will govern both animal health and food safety issues as well as customs formalities. “It will be across the board,” said the EU official.
3/ Such an acceptance will increase the chances that EU and UK negotiators will reach agreement on the Northern Ireland Protocol. The handling of so-called sanitary and phytosanitary (SPS) issues has alway been one of the most difficult throughout the negotiations.

Reactions to this morning's @thetimes report of an EU UK deal on the Protocol:
2/ EU sources have denied the report which says the EU and UK have struck a deal involving “signficant” concessions by Brussels on customs checks on goods moving GB-NI and on the role of the European Court of Justice (ECJ).

One EU source said: “It’s not true.”
3/ The report said the EU had accepted that goods destined for Northern Ireland would be allowed to enter without routine checks, whereas goods proceeding to the South would undergo customs formalities in Northern Irish ports.

BREAKING: The ECJ has ruled that the Belgian courts cannot refuse to extradite Catalan political leaders simply because they believe the Spanish Supreme Court does not have the jurisdiction to try the individuals.
2/ However, a European Extradition Warrant (EAW) can be refused if the Belgian courts finds there are "systemic or generalised deficiencies" in the Spanish courts
3/ A decision refusing to extradite "following an appropriate assessment, must be of an exceptional nature." Belgian courts could use Belgian law allowing it to refuse an extradition "where [it] would lead to an infringement of a fundamental right enshrined in EU law."

Germany signals shift in veto on tanks for Ukraine.

Speaking in Brussels @MichealMartinTD says Germany has been a strong supporter of Ukraine. "That has to be acknowledged. It’s a matter fundamentally for the German government.

Asked if Ireland should now consider sending lethal aid to Ukraine, Mr Martin said: “There are two issues here: military neutrality is an issue and it’s not something that can be just put to one side. But also we don't have capacity militarily, let's be honest about that.
