Reason?
Muslim League called later stanzas “anti-Muslim” and “idolatrous.”
In later stanzas there are references where the motherland is likened to the Hindu goddess, Durga.

The resolution was passed under Nehru’s presidentship on 26 Oct 1937 in Calcutta.
Congress officially said:
“The other stanzas contain certain allusions and a religious ideology which may not be in keeping with the ideology of other religious groups in India.”
