Reading the LEARNs Act now and already it looks like the governor found it laying in a cow pasture. It’s horrible and it will be incredibly destructive to our state. I’ll post what I find in this thread as I go. #arpx#arleg
On pages 2 and 3 of the LEARNs act the governor and the sponsors start off by weakening requirements for youth mental health training for school resource officers.
On page 4 of the LEARNs act, the governor and legislators eliminate pay incentives for teacher recruitment and retention in high priority districts.
The Teacher Fair Dismissal Act is eliminated in the LEARNs Act.
Pages 16 through 18 of the LEARNs Act lay out a process for closing local schools and handing them off to charters and private schools. They’re basically chopping our school system up and giving it away to folks looking to make a buck.
Page 40 of the LEARNs Act looks to subject Arkansas schools to the same failed policies of the now defunct Bush era No Child Left Behind Act that wrecked schools across the country and left a lot of kids behind.
Reading the part of state law that repeals teacher recruitment and retention incentives on page 56-59 of the LEARNs Act and poor districts (a huge chunk of our state) are going to really lose out on keeping teachers. These are the same schools they aim to close and privatize.
Pages 56-70 of the LEARNs Act completely repeal the Teacher Fair Dismissal Act and the Public School Employee Fair Hearing Act. Doesn’t look like they’re replaced with anything. It’ll be open season on teachers.
Page 70-76 of the LEARNs Act make it clear the raises promised aren’t what they’ve been made out to be. It’s a sham as expected.
LEARNs Act lays out the voucher program starting on page 82 and right off the bat it’s made clear in writing that not every child will qualify. As usual with these programs, that whole “every parent and every child” bit is a scam.
More than a 100 pages in and a lot of the LEARNs act reads like one big unfunded mandate. This is a bill designed to shut down public schools.
The loan repayment program beginning on page 120 of the LEARNs act will not come remotely close to paying off the student loans of most teachers. Like so much else in the bill it’s a rip off.

1) Vouchers are a scam with a long history of documented failure. Despite all the disingenuous claims made by their advocates they have been tried many times and each time failed to produce the promised results. But they’ve often had consequences for students…
2) Vouchers have already been tried in states like Wisconsin, Ohio, in the District of Columbia, etc. In each instance they failed to produce much noticeable achievement in student performance on tests or in essential subjects.
3) The final congressional required evaluation for the DC voucher program, for example, concluded that there was no conclusive evidence that it affected student achievement”.
