Increased spending on roads, street cleansing and waste collections make Labour likely to get the votes needed from LibDem/Tories - but both groups have lodged amendments pushing for changes to the administration budget.
Labour proposes cancelling some school budget cuts (transition teachers & speech therapy) but not all, with around £6m cut remaining.
Lib Dem source: "The administration will have to change their budget tomorrow if they want Liberal Democrat votes.
"The Lib Dems have been clear from the start that we would not vote for a budget that had cuts to school budgets and the Lib Dem group will not vote for a Labour budget that includes cuts to allocated school budgets."
The Tories want to see a further £200k a year to restore bus services for underserved areas; £90k for enhanced waste operations in city centre and £250k to tackle graffiti.
They will also push for investment in reforming the delivery of services and 'spend to save' measures.
