Fresno Animal Center's "Dog of the Month" presented by Fresno Humane Animal Services sponsored by Mayor/City Manager. Mayor:we have our own animal shelter but unfortunately we have many dogs there. Hannah:She has been part of the shelter since July when it opened. We are always

get off the streets while increasing our economy.Three strike program where they are moved to another county via bus if they fail.Next: Mental Health is just that :health. 1 in 6 of our youth suffer from mental health. Few get care. Only 23% of any mental health
get treated. I attempted suicide three times. We need to fix the care to prevent that. I was given horrendous care after one of my suicide attempts.Most are too expensive , out of town or terribly run. @GarryBredefeld I commend you for coming up here. @MiguelArias_D3 I have the
most homeless shelters in our county.We only have 3 warming centers for 1 Million people and all the shelters are in Fresno. I spoke to Clovis Mayor and informed them there are clovis residents at the warming centers.

guidance. I know it is in vogue now but it is misguided and the City should not be involved with it.I am concerned that parents will not always there.A:we support the entire county. We don't push gender affirming and clients already made their choice.We are wraparound services.

one with planning background. Current is in business and this has caused problems with getting a quorum due to conflicts.Most are from District 6 and 2. We have a commissioner that expired half a year ago but we are not replacing them today.Gundy:we need people to apply.And are
they able to apply. The expired Commissioner Hardy can still serve as he wants to do so.The other vacancy was due to the commissioner @RobFuentesCA had to resign to being elected. We will always have someone who has a conflict of some part. We haven't found a good replacement.
We have had a few interviews in the past year. We ask City Attorney to vett for conflicts for legal opinion. The commissioners have to self-police for conflicts. How do we know London Property other agents have a conflict? asks Arias. Gundy:she has 2 listings currently so it
lessens the conflict.She will need to be apprised of the other 120+listings that London Property has.City Attorney:Decisions could be liable if a conflict was not rescued and City would have to pay BUT only if their vote made a difference. Gundy:We would like to
get commissioners from other districts if poosible.Arias:We have District Review Committees but we never pull from that "farm team" but only draw from business and developers. Most of the commissioners are now from north end but most of our pollution is from South.We need the
Mayor to ask those from the Review Committees from the South and not just ask those from business etc.I will vote NO today. @AnnalisaPerea Are we having a quorum problems? White:NO. Perea:I will be in support of this applicant. Chavez:I want the Mayor to ask people from my
district too. Commissioners have to recuse themselves and not up to Deputy Mayor to find it. @kmkarbassi We had a district 3 member but they conflicted out.District 2 has DJ Criner who does a lot of community work in District 1. This applicant is qualified and seems she will know
when to recuse herself out. She will make the commission stronger. APPROVED 6-1 with Arias voting NO.

Maxwell:these changes takes into account cost of living , wear and tear etc but
the mobile science is $300 for two hours Parks:Ramirez Cost per miles, cost of supplies will be taken out, prep of vehicle etc. It would be actually less cost than currently. It fairly covers the cost.But this is straightforward. Maxwell:neighborhood parks cost I saw quite a bit
increase to rent a field.Ramirez:This applies to a tournament only with personnel.We are pretty far off in the cost now and this will equalize it.Maxwell:We are already paying the personnel so why increase. White:this will actually cover the cost.It was so cheap
people would rent the field all day leaving others out to ever being able to use it. Ramirez:we are changing it so an organization are limited to how many fields can be rented a day. We are developing an electronic QR renting system. Maxwell:Will this be cost prohibitive for
low income? Ramirez:typically 80% of deposit is returned. Arias:On airport the replacement badges seem high? Director:it is $50 because if 5% of the badges are lost TSA requires all badges to be returned for security but $50 will hopefully get the tenants to return their badges.
Arias:issues at Chandler on their security.Director:Waitlist for hangers but we want to require a deposit to be on the list as we found many just put their names on the list but not many actually want it when their turn comes up.We have 60 on the list.We want to increase office
rent. Chandler fees are too low. Arias:convention hall costs.@gregorybarfield Schottler Center is adjacent to DoubleTree which we don't have anymore so we are deleting these fees altogether. Arias:Memorial Auditorium fees are tripling. Why? Ramirez:trying to raise up to other
City buildings like Tower.We are in the process of repairing the auditorium too and the fees go back into the facility.Arias:This is the worse shape of our facilities. We should not raise the price until AFTER the improvements are made.Staff Brian Barr:We are working with Parks
to bring in on call consultants when dealing with historical survey. Probably 6 months.White:staff's charge is to fully recover costs of operations. Arias:We don't have janitorial services for parks.Ramirez:we are doing that now by cleaning the restrooms now. Refund process costs
$46 as it has to pass 5 hands to get that refund.Arias:we need to find a more streamlined process other than raising our costs.Ramirez:this applies to refunds over $50 and waive anything under. Arias:I will want to delete this. I will motion to approve this with that deletion and
the Memorial Auditorium fee. Bredefeld:Camp Fresno cost seems increase.Ramirez:We are rolling fees together so it is more transparent. Also costs are different for non-city residents. @kmkarbassi I would like to postpone the Chandler Airport item due to aviators in my district.I
