Now that we know that Finland will contribute 3 “leopard 2-based demining vehicles” for Ukraine (I had personally hoped for MBTs as well), it’s time for the first lecture in the new subject Helsinkilogy.

So how exactly did the Leo business go in Finland ? 🧵
For starters: it’s every Finnish defence planners’ absolute horror to even think about giving up any MBTs which would be away from 🇫🇮 own defence (here none of them just rust in storage).

A serious threat to 🇫🇮 security right now is unlikely BUT
1) we don’t know how long it will take to get the last ratifications for full NATO membership & until then 🇫🇮 has no binding security guarantees (EU 42.7 isn’t considered sufficient, hence the NATO bid)
2) replacing tanks can take years so 🇫🇮 risks a long-term capability gap
In an op-ed, @AtteHarjanne & @adleande (MPs in parties currently in govt), argued that

1) Ukraine needs western MBTs
2) a European initiative would be a good idea
3) Finland should contribute tanks, within the limits its own defence needs

The purpose was twofold: to put pressure on the Finnish govt to participate & also contribute tanks, and to give the international debate a boost so that the initiative would become reality.

But this got interpreted as 🇫🇮 leading the whole thing. Here’s my thread from January:
Becoming a NATO member will mean a fundamental overhaul of strategic culture, having allies is nothing short of a revolution for 🇫🇮 thinking.

But 🇫🇮 isn’t there yet, so the emphasis stays on not compromising own defence. 200 tanks aren’t a lot for a 1340km border.
And then there’s Finland’s “strategic non-communication”: it’s the 🇫🇮 approach never to publish details about military aid to Ukraine, except value in €. It’s not only for 🇺🇦 opsec but also so that Russia can’t figure out what Finland might be lacking as a result.
Personally, I would’ve hoped for Finland to contribute also MBTs. Since Ukraine will need much more equipment (and not only tanks), it would be important to ramp up production in Europe to be able to replace donated equipment quicker.

So the cat is out of the bag (how well this saying fits):

Finland will provide 3 leopard 2 tanks for Ukraine.

The number is as low as could be expected based on all the statements made before about Finland’s limitations due to own defence needs.
So the more breaking news about this is that the information was made public. Details about the rest of the contents of the 13th military aid package are not given, as usual (except that it’s worth more than €160 million).
An interesting detail is that the Finnish leos going to Ukraine are specifically meant for demining, to clear the way for the rest in occupied territory mined by Russia.

Is this now a defensive or an offensive tank ? Asking for a friend…

Die Leopard-Debatte hat mal wieder gezeigt, dass die Frage nach deutscher Führungsrolle noch lange nicht abschließend beantwortet ist.

Ist Deutschland willens und in der Lage, Europa zu führen ?

Wenn ja, dann muss man auch damit Leben, dass die Erwartungen entsprechend sind.
Die unterschiedlichen Standards, an denen Deutschland gemessen wird, kommen auch daher, dass die BuReg selbst diesen Führungsanspruch erhebt. Lambrecht hat in ihrer Grundsatzrede vom September was ganz wichtiges erkannt:

Das bedeutet, dass selbst wenn andere sich nervigerweise hinter Deutschland verstecken - sei es in der EU oder bzgl. Russlands Krieg - kann Deutschland sich nicht hinter andere verstecken. Es ist dafür schlicht zu groß.

One important reminder in the increasingly muddled leopard debate: the whole point of the idea of a European coalition was that the countries without sufficient numbers to contribute tanks could participate in other ways, e.g. training, maintenance, logistics, etc.
And that is happening. At the moment there is no reason to believe, or at least I’m not aware of any statements to that effect, that the target to get leopards to Ukraine by March (next month) couldn’t be met. Earlier would have been better for Ukraine of course.
In an interview at MSC, the Finnish defence minister said that the initiative is proceeding well and he believes that both A4 & A6 battalions will be finalised. Announcement about Finnish contribution to be expected soon - and at that point it will already be a done deal.

This conspiracy theory on German Twitter that everyone criticising Germany is a PiS supporter/ somehow in on a Polish govt plot is just bananas. Which country does it remind of, to suggest people who don’t agree with you are foreign agents…?
Just blaming PiS (which has for years been a big troublemaker in Europe for sure but has proven a reliable ally for 🇺🇦) is simply a lazy way to deflect criticism. I know that Germans can do better because critical debate culture is an important part of Germany’s public discourse
If it’s any consolation to frustrated SPD supporters (?), I’m equally unpopular with PiS supporters because I keep criticising Visegrad24. Have a look at some of the comments to this tweet and you’ll find that they find me too “pro-German” 😉 it’s all a matter of perspective

Hilarious on Finnish Twitter atm: a very tired Russian attempt at election meddling (🇫🇮 has parliamentary elections in early April), with trolls/bots that make extremely funny mistakes with the Finnish language. The best so far has been a failed attempt to discredit NATO:
The bots mean to say that NATO can’t save Finland. But there are 2 possible translations of “save”, depending on whether you mean saving a document or saving from a danger. (Like in German: speichern vs. retten).

They chose the wrong translation (save like a document)
This makes for hilarious jokes and Finns are having a good laugh. But also feeling slightly disappointed* that this is the level of commitment Russia is showing.

A main difference in European approaches toward Russia is the question which world war the current situation is compared to: France and Germany have tended to think of WWI/ Germany after Versailles while NCEE countries see more parallels to WWII/ nazi Germany
Obviously, the conclusions drawn on how to deal with Russia after this war are very different, depending on the world war one takes as comparison.
Another problem is often that people advocating for some kind of accommodation of Russia as the only way to prevent future resentment and renewed aggression overlook that there has been no shortage of negotiations and treaties with and reaching out to Russia in the past 30 years.
