Scoop: A long-awaited report by the US intel community concludes ‘Havana Syndrome’ was not caused by an energy weapon or foreign adversary, shattering a widespread theory that a secret device debilitated scores of spies & diplomats. By @shaneharris & me washingtonpost.com/national-secur…
The report caps a years-long effort by the intelligence community to explain why US personnel experienced what they described as strange and painful acoustic sensations
Many of the afflicted personnel say they were the victims of a deliberate attack — possibly at the hands of Russia — a claim that the report contradicts in nearly every respect, officials said.
7 intel agencies participated in the review of roughly 1k cases. 5 agencies found it was “very unlikely” that a foreign adversary was responsible for the symptoms, either as the result of a directed energy weapon or as the byproduct of something else like electronic surveillance
1 agency abstained in its conclusion regarding a foreign actor. But when asked, no agency dissented from the conclusion that a foreign actor did not cause the symptoms, an official said.
Officials said they found no pattern or common set of conditions that could link individual cases. They also found no forensic information or geolocation data that would suggest an adversary had used a form of directed energy such as radio waves or ultrasonic beams.
There was no intelligence that foreign leaders had any knowledge of or had authorized an attack on U.S. personnel that could explain the symptoms, an official said.
In some cases, there was no “direct line of sight” to affected personnel working at U.S. facilities, further casting doubt on the possibility that a hypothetical energy weapon could have been the culprit, one of the officials said.
Despite the new conclusions, Secretary of State Blinken remains of the view that something happened to those employees who have reported significant ailments, and he is committed to making sure they are cared for, per source. Blinken has long doubted the mass hysteria theory

🚨The Trump administration is considering ending all ongoing shipments of military aid to Ukraine in response to Zelensky’s remarks in the Oval Office on Friday and his perceived intransigence in the peace process, per senior administration official
The decision, if taken, would apply to billions of dollars of radars, vehicles, ammunition and missiles awaiting shipment to Ukraine through the presidential drawdown authority, said the official.
The consideration of withholding arms for Ukraine as it fends off a full-scale invasion from Russia underscores the dramatic plunge in relations between the erstwhile allies following the contentious Oval Office exchange between Zelensky, Trump and Vance.
New: The United States will vote no on the Ukrainian resolution at the UN General Assembly, says a State Department official. U.S. still in discussions with the UK and French on how they will vote as Macron and Starmer visit DC
State Dept official: "We intend to veto any amendments added to the resolution and we have expressed that to partners … the intent is to keep the resolution noise-free, thin and to the basics of what the president wants us to do"
The divide between the United States and Europe marks "the biggest split among Western powers at the UN since the Iraq War -- and probably even more fundamental" says @RichardGowan1
NEW: Scores of senior career diplomats are resigning from the State Dept effective at noon on Monday after receiving instructions to do so from Trump’s aides.
The forced departures, the prerogative of an incoming admin, indicate a desire to quickly break with the Biden era
Those told to tender resignations include decorated veterans of the Foreign Service, including Under secretary John Bass and Assistant Secretary Geoff Pyatt.
Some incoming presidents choose to keep a larger stable of career diplomats until political appointees get confirmed. Instead, Trump has authorized the selection of more than 20 “senior bureau officials,” to take over various divisions where leadership posts are being vacated this week.
Scoop: The Biden administration has decided to maintain the terrorist designation on Syria’s new Islamist rulers for the remainder of Biden’s tenure, leaving a critical decision about HTS and its leader to the incoming Trump administration, per officials
The terrorist designation for HTS is a key obstacle to Syria’s long-term economic viability, but U.S. officials said the Islamist militants must demonstrate they’ve made a clean break with jihadist groups, in particular al-Qaeda, before the label can be lifted.
U.S. officials said the steps HTS must take to come off the list will take time and that the administration should not force the U.S. political calendar on the Syrian government and the Syrian people.

Iran's President met with reporters in New York for an off record Q&A today that evolved into a rare on-record discussion after negotiations with the journalists ended in the journalists' favor 🧵
When asked about the hostilities in Lebanon, President Pezeshkian said Iran will continue to back Hezbollah so long as Israel is being armed by the United States.
He defended Hezbollah’s rocket fire into Israel, which has increased steadily since Oct. 8, saying it represented the bare “minimum” in response to Israel’s campaign in Gaza.
