@maustermuhle The Council and mayor decide, but shouldn't disregard the latter, sans election cycle (we're not in the midst of a cycle).
Like it or not, Congress can intervene in DC affairs. Be tone deaf to that at one's own peril; likely in the form of a political smackdown.
@maustermuhle Recall the outcry when the Council eliminated penalties for shitting on the sidewalk. That was a canary in coal mine moment that was greater than its face value.
Council leaders fixed the shitting problem, but failed to read the room or were stubborn. Neither is impressive.
@maustermuhle Nobody likes having an overlord, but Congress is ours. While it shouldn't guide us, our political leaders should be cognizant of when not to poke the beast.
Bowser's veto was the perfect opportunity for the Council to hit the PAUSE button. Let's not forget that.
