Like it or not, Congress can intervene in DC affairs. Be tone deaf to that at one's own peril; likely in the form of a political smackdown. @maustermuhle Recall the outcry when the Council eliminated penalties for shitting on the sidewalk. That was a canary in coal mine moment that was greater than its face value.

Council leaders fixed the shitting problem, but failed to read the room or were stubborn. Neither is impressive.
