The House is now considering HB1028, which would bar the use of corporal punishment on disabled students. You heard that right, they’re actually arguing about it. Rep. Jim Olsen just cited Proverbs: He that spareth his rod hateth his son. #okleg #oklaed
Rep. John Talley, the bill’s author: I don’t want to be known as a state that beats disabled kids.
We’re moving into DEBATE on a bill that would bar the use of corporal punishment on disabled children in the Oklahoma House.
Rep. Anthony Moore apologizes to Talley, relates he agreed to co-author the bill as he didn’t believe any lawmakers would be in favor of beating disabled children. “I was wrong,” he says.
Olsen disagrees the American Academy of Pediatrics on why the use of corporal punishment on special needs kids is bad. “I have a higher authority.” Is now citing scripture to defend the use of corporal punishment. This is our 6th bill of the day. #okleg
Olsen: God is a greater expert than all the self-processed experts.
Rep. Cyndi Munson is debating in favor of the bill, notes how rare it is for her to debate in favor of a Republican bill. “Sometimes there are things that go beyond politics.” Relates she grew up with a parent who believed in physical punishment.
Munson: For over a decade I have spent time with therapists to talk about my childhood trauma.
She says, School was my safe place. Children need a safe place.
Munson: We have an opportunity to help kids today. We’re not going to say it’s ok to hit children. Says today represents an opportunity to protect children, keep them safe.
Rep. Randy Randleman joins Olsen in opposing the bill. “A spanking is not abuse, a spanking does not cause ACEs.” Adds, “Did you know you can nurture too much?”

Randleman: Rarely will spanking be used but I can think of a few instances where a teacher could use it and the problem would stop.
Randleman says the bill takes away parental choice, wonder how he voted on some of those anti-trans bills…

I believe the bill needed to cross the 51 aye threshold to advance off the floor, there are a few lawmakers absent today. Talley served notice for reconsideration so there’s a chance it comes back. #okleg

HAPPENING NOW: The Oklahoma Veterans Commission has a regular meeting scheduled for today. However the commission has failed to reach a quorum. Interestingly this is the first meeting since Gov. Stitt removed the chair and vice chair. #okleg
Another interesting tidbit from today: ODVA Executive Director Joel Kinstel spoke w/ media after the non-meeting in his office, an office that was noticeable bare. When asked if he thought the Stitt appointees would attempt to fire him, Kinstel said, "I really don't know."
