1.Amritsar SSP, Rural, Satinder Singh on March 17 sent a proposal to detain Amritpal (95-R/SSP/ASR-R ) to Amritsar district magistrate, HS Sudan.

The DM issued the detention order (Reader/DM/1/638) on March 18 under section 3(2) of the National Security Act for detaining Amritpal.
2.The fact that a detention order was issued under NSA for #Amritpal was brought in public domain only on March 21 before the Punjab and Haryana high court. The government as per NSA, is under no obligation to disclose facts which it considers to be against public interest.
3.Non bailable warrants were issued against Amritpal by JMIC Baba Bakala, Amritsar on March 20 after Amritsar DM sent a report under section 7 (1) (a) of NSA exercising powers in relation to absconding persons.
4.Amritsar SSP, Rural in an affidavit on behalf of Punjab govt told the high court that “allegations that Amritpal was detained from Shahkot area in Jalandhar district are incorrect”.
5.Amritsar SSP, Rural in his affidavit also said: “Amritpal Singh was neither arrested nor detained or taken into custody at any point of time by any police force of Punjab Police.
6.The Union of India or any central law enforcement agency is not a respondent in this habeas corpus petition seeking release of Amritpal from alleged illegal detention.
7.Haryana Home Minister, @anilvijminister on Friday said the @PunjabPoliceInd was slow to react & took 36 hrs to reach Shahbad in Haryana despite being informed by @haryanapolice that Amritpal was given shelter by a woman in Shahbad where he stayed on March 19 &left the next day.
8.Home Minister @anilvijminister said @PunjabGovtIndia is not serious about arresting Amritpal & its lethargy is clearly visible. He said @PunjabPoliceInd had put all their resources to search him in Jalandhar area even when Haryana police gave them a definite link.
There is no statutory requirement under NSA to produce a detenue before a magistrate as it is a detention and not an arrest.
When a person is dtained under NSA, authority has to communicate to detenue within 5 days & in exceptional circumstances 15 days from dtn date the grounds on which the order hasbeen made. So there is no need for @CPJalandhar or @PunjabPoliceInd to inform the public right now
