I discuss in my book the long term effect of the GOP decision in the 1980’s to do away with rehabilitation in prisons, increase the lengths of sentences and convert to simply warehousing prisoners.

DOGE will have the same results.

What happened was, as rehabilitation programs were eliminated, the professionals that had built these programs, or worked their way up over 20-30 year careers, learning by trial and error what reduced recidivism and crime, moved to other jobs.

That loss of knowledge and
expertise makes it almost impossible to re-establish a rehabilitation based prison system, like exists in Europe, without starting from scratch again, and the new people re-learning by trial and error everything their predecessors had taken 20 years to learn.
