Not at all. @sama is desperate to limit the capabilities of AI. Disruption for thee and but not for me. "Move fast and break things" when its artists and blue-collar jobs- but when it's SV jobs, sudden protectionism.
AI "guard rails" are Affirmative Action for tech bros.
Should there be safe limits on AI? Sure. But that's not the only motivation. When your primary skills is corporate doublespeak, writing briefs and maybe the ability to keyboard mash together an MVP software concept for real coders to clean up- you are now redundant.

Shenzhen has an insane housing market because the rich buy up multiple properties and then let them sit empty as investment properties. This has priced almost everyone out of the market (including me) unless their families pay for it and that makes it hard to retain talent.
The whole "Ohhh! I want to try ChatGPT with no safety rails!" really relies on those who don't fully believe in memetic contagion. It's "dogs are lame, I want a pet wolf" but for tech bros. Semi-sentient entities that can eat your face get safety rails- it's called domestication.
We've lost millions of people in three years not entirely due to a biological pathogen, but also an informational one that was sufficiently persuasive and contagious that a large number of people allowed themselves to become infected and encouraged others to do the same.
We already have religious leaders using ChatGPT for sermons- how long before someone ties token award for conversion or tithing to it? How long before it figures out that the fear of physical violence by worshipers has historically had a fantastic conversion rate?
