There is no way to stop bullying in schools by way of policy and social-engineering. Complete and utter nonsense! We've now seen that failure in spectacular fashion. Administrative intrusion just exacerbates bullying, only w/ an inverted power structure.

You won't change nature.
More importantly, we don't want to change nature. Because what form has that taken? Obvious answer, it's meant elevating the fringe and championing the abnormal. Then deviously villainizing the norm (the center of the bell curve).

This is how you break a society, not improve it.

This is an important question worth drilling down on. Start with "don't want us to exist". What does that mean? It literally means society is required to genuflect to gender theory; i.e. we are all mandated to believe a man with dysphoria is actually a woman.

Gender theory vs. Gender dysphoria

As always, this is central to everything. Either it's a man with gender dysphoria living as a woman, or it's actually a female human/a woman. But it can't both; they are mutually exclusive.

Transactivists demand we all agree to the former.
For only when we all subscribe to gender theory can Lia Thomas be the female swimming champion, can men house in female prisons by claiming to be one, can USA Today award a "Women of The Year" title to a biological man, etc.

Through the lens of dysphoria, none of that occurs.
