Lots of people in the audience to speak to the point they are opening upper balcony. Maxwell:We have 70 public speakers not counting those on Zoom. We have the longest agenda since i have been President.Due to this we are going to limit public comments to 2 Minutes AS WELL as
only items on the Agenda first. City Attorney Andrew Janz says Cesar Chavez item is not on today's agenda as @MayorJerryDyer did not veto it.
First up:Natalie Delgado on E-Commerce. Esparza notes that that item is no longer on Agenda either. She is from @LCJandA Adding a CUP Image
to this is crucial but we need protective zoning away from homes. Community meetings are needed.Pause on Warehouses needed. Fernando Lozano:Dyer told me he knew who took the $600,000. This could be used for homeless. No shortage of water but a shortage in Faith in God. Image

to us by staff.Dez Martinez:Echo what the others said.Took a full year for Bee to investigate the private guards and only then City did something. Where are you getting their staff? Staff using drugs, using gang members to boss others.More abuses these homeless are receiving.
Next: Council members are looking at their phones and not paying attention the speakers. Take down the "In God We Trust " behind you sign You are all the pallbearers. Dyer left! Image
James Marshall:My neighbor spent $75,000 trying to get homeless off his property. I have homeless warn me that this one specific person is a thief. Run down RVs are housing homeless. This isn't right on both sides.Something needs to be done.
Susan:I live on Kings Canyon near Temperance. I see homeless up and down (she tries to bring up Cesar Chavex Blvd and Maxwell shuts it down). Next:Fresno Homeless Union rep says staff is not quality.Food is small and poor. A fire caused staff to take and keep my dog. ImageImage
(Cesar Chavez Blvd is not on Agenda and thus Maxwell is only taking comments on items on agenda due to length of meeting) Next:staff treats us poorly. @LisaYFlores1 on zoom: annual action plan (missed some comments due to video issues) Council may miss some money.HART team manage Image
homeless but they don't meet the description stated in the Action Plan. Karla Martinez: Tenants need protection and have landlords attend training too. Maxwell:Approve balance of Consent Agenda 6-0

Please stand strong to any opposition. Michaelynn Lewis:i am opposed to Chavez name change. I heard from Sunnyside neighbors about some of those who have helped our city such as Saroyan. But you are wiping out history. Historians will have to search for landmarks.Wipe out Image
literature and history. I don't see how one street should be named for one person. Willie Lopez:I got to meet Robert Kennedy. I now stand in the future. We honor Chavez. Venancio Ganoa:we will be observing Cesar Chavez death 30 years ago.We honor his legacy. Helped farmworkers to ImageImage
help their children get an education.Mary:part of Neighborhood Watch leadership.People in 93706 feel left out by Council. I understand the road logistics but California Ave needs to stay the same or named after a prominent African American. Solis:farmwork was our life but Chavez ImageImage
helped my father realize education is important for his kids. Honor to have Chavez Blvd named. Paul: many improvements in farm labor began 60 years ago.Sue:This is about honoring a man but process. This was on the consent agenda twice and that is for non controversial items. You ImageImage
need to meet with the community. We are One Fresno. Next:I am passionate about this.No street should be re-named. I don't think even Chavez would be in favor of the name change. We have two schools named after him.Name a freeway. Jorge:The people ImageImage
behind us will know why we honored Chavez. Sharon Williams:How can anyone tear down something to honor Chavez. I am 71 and have walked California Ave I feel as African-Americans are being erased from the map. We did change street to Martin Luther King but that wasn't a 12 mile Image
stretch. Mark Balbano:Glad you are going in this direction. It is a good thing. He helped many people the people who put food on our table.Mary:We should be focusing on homeless and not a man who didn't really do anything. (Maxwell asks audience to be respectful). Most of these ImageImage
live in that area. My father was almost killed by union people.Don't destroy anything that has been here forever. This money should go to homeless.I am American first and I don't want any change. Next:I lived 3 blocks south of Kings Canyon and being named Chavez is great. Ventura Image
name was already there as a street name.Yes We Can and Yes We Did. I lived in that area for 51 years. This will mean a lot. Jose Leon Barraza of SEFCEDA: I have our office on the newly named Cesar Chavez Blvd and live in Sunnyside. I have a letter of 23 in favor of name change to Image
(Video went down for a minute) I have seen great things from the mountain! Next: Eddie Valerra: celebrating this name change! It is time! 30 years overdue. We proudly say we are part of a movement to name this boulevard. Council made an historic decision to approve this 6-1. ImageImage
Archie Ricks, Jr rep: ridiculous we are changing something that was already here! We have other things to fix. My family worked the fields from 40's to 60's. We stopped because Chavez wanted to charge us union fees to work in the same. Next:I was told California Ave was not going ImageImage
to be on name change. You have not been transparent. It says community would be notified but we never got that.

Isaac from @LCJandA City is failing under CEQA laws.@LisaYFlores1 by Zoom:I am dumbfounded. This morning we were talking about African American infant mortality but here we have polluting industry. City doesn't reach out to the community but rather continue the racist environ- Image
-mental racism. Duality coming through the land use is not what I am sure you ran on.
PRESENTATION by Reyes Holdings. This is a family business.Five pillars ImageImageImageImage
We help the community. Converting service vehicles and tractors to electric.Reducing idling times for fuel reduction and environmental reasons.Current building is from 70's and we are looking for another. Proposed site has access to 99 and 41 ImageImageImageImage
We can put solar on the roof as well as other sustainability issues. ImageImageImageImage
@MiguelArias_D3 Approved by Planning Staff in November, appealed to Planning Commission and Arias Appealed to give applicant more time.We have made a lot of progress. All be solar, all EV vehicles, and they realize other factories have not been good neighbors. Idling in the
neighborhood causes unnecessary pollution for neighbors while waiting for rides so a rideshare site. Truck route will not go through residential neighborhood.Onsite for workers to eat lunch. No idling for more than two minutes. Still a few outstanding items to fix. Dual pane
windows for noise, preventing light pollution, filters to keep out dust into houses. APPROVED 7-0

neighborhood? @gregorybarfield We have 1800 parking spots in Park as well as Shuttle. Arias:when will we have a rap concert again? Barfield:a radio station is having an oldies version APPROVED 7-0 Image
1-G ****RESOLUTION - Initiating a Text Amendment to the Zoning Ordinance pursuant to Fresno Municipal Code Section 15-5803-A (1), to permit residential conversions in the Office Zone District, allow ministerial approval of office-to-residential conversions, and allow ministerial
approval of housing near bus stops and in zone districts that allow mixed-use Sponsored by Office of Mayor and City Manager, Perea, Chavez and Planning Dept.
Perea:it will allow a vacant office into residential. Seeing more of these around the State. Also residential in mixed
use. We will take discretionary to ministerial. This won't prevent my constituents from weighing in as we will do it up front. NIMBYsm has prevented lots of housing.Chavez:working at home has lowered need for office space. Chavez:what other zone districts will this include?
(Perea lists several. ) Esparza:the secondary part of ministerial approval worries me as can we pull these as needed? Shaw Ave is fine but large parts of Blackstone along with Arias. Residents will have concerns. How can we step in as needed? If we pass this what can we still do?
Perea:Zone clearance and anyone can appeal to Planning Commission.Planner Sophia Pagl :we have made some of the solutions and this is the initiation today and we can adjust as we go. Esparza:does the ministerial work against residential concerns?I would like a streamline version
without completely give up some control. Director Clark: staff cannot deny it as long as standards are met but can be appealable to planning commission and Council if the standards are not met in your opinion. Notification to residents could be required.Need to have everything
accessed upfront as far as CEQA.Esparza:amend that Councilperson is notified before residents so we are not springing projects on them. They are not coming for Mayor Dyer's door but mine. Perea:so this will come back to us again for more comments.Arias:We heard from residents
today that they didn't hear from us about Cesar Chavez Blvd where it had been out for a year.Imagine when they hear about a 500 unit complex? If Blackstone is taking on high density housing than North end of Blackstone will as well. One Fresno means across the entire city to
share the responsibility.

Chief:this is 20 years old and a new one is $5 M but are useful to city. We should be staggering purchases. BredefeldCovid money used for a mobile medical clinic plus some for FIRM. How much ARPA money left?White:those two projects are from specific funding. The ARPA money was
all allocated in last year's budget. We are compiling a list of ARPA projects that have not even begun. Those are potentially usable. Bredefeld:that is the list I am looking for . I am in favor of Skywatch and need to replace old helicopter.Dyer:we did use lots of ARPA dollars for
the police department.(He lists lots of projects) Karbassi:I want to play apologize for games played by Council. Some pull items so they can be for and against the PD. Until we can start working with the Supervisors. Arias:might be worth a talk to see if helicopter from dispatch
center's new building project and come up that money at a later date.APPROVED
Motorola Radios for PD. Dyer:depending on what vendor it can be $40 Million. We will need to phase it in over 10 years. Arias:when do we start this long term procedure? APPROVED
3-B Actions pertaining to the development of Avalon Commons Phase I, a 60-unit affordable multifamily housing project to be located at 7521 N. Chestnut Avenue in northeast Fresno (District 6). 1. Approve a $2,654,771 HOME Investment Partnerships Program Agreement with Fresno
Avalon Commons Phase I, LP for 11 HOME-assisted units within the project; and 2. Authorize the City Manager to execute a Permanent Local Housing Allocation Agreement with Fresno Avalon Commons Phase I, LP in the amount of $345,229, approved as to form by the City Attorney's
Office; and 3. Authorize the City Manager to sign all implementing documents required by the United States Department of Housing and Urban Development and the California Department of Housing and Community Development.
@GarryBredefeld I am bothered by the price per unit.
I have opposed other similar projects for the same reason. Private sector can build it cheaper. Staff:Costs have gone up. Costs are influenced. This is $700,000 per unit. Land acquisition is more expensive in Bredefeld's district. Developer will have to frontload the infra-
-structure costs plus construction costs are more in general. Arias makes Motion to Approve. APPROVED 6-1 with Bredefeld voting NO
