@RicoHizon Fowler says a third party contractor or an individual developer working from home could have had access to the data. As to which agency was responsible for the breach, he says, "It is not about pointing fingers."

@RicoHizon Fowler says many governments have had data breaches. He says this should become a learning opportunity for the agencies to improve softwares.

@RicoHizon To the government agencies involved in the data breach, Fowler suggests to start improving cybersecurity by encrypting all data and deleting all unnecessary data back-ups with employees.
