New from @HHSGov: 21 million #Medicaid enrollees in Medicaid expansion states at risk of losing coverage under work-reporting requirements in McCarthy’s #DebtCeiling bill.
While higher than our 10+ million estimate, the HHS numbers are largely consistent. Our estimates narrow down to enrollees at high risk, such as childless adults, while HHS includes people more likely to be exempted but still at risk: cbpp.org/research/healt…
We also use pre-pandemic Medicaid enrollment data, a more conservative assumption that does not include increases in enrollment during the temporary requirement that states keep people covered during the pandemic, or several states that expanded more recently.
Research and Arkansas’ failed experiment with work-reporting requirements show that people who lose coverage are overwhelmingly eligible but get disenrolled because of administrative burdens and red tape. kff.org/medicaid/issue…
