The tactic of downgrading or cutting back or stopping testing etc just before a new surge is now new: a lot of places have done it: UK started the trend with Freedom day2: why? it's to normalise the emergency
What constitutes the highest level of threat: the emergency status will always be somewhat objective: it's loose as a definition (purposely so) and all it means that they do not consider the crisis to be a crisis: it doesn't mean it isn't a crisis and emergency still.
This is about normalising mas death and suferring and they're obviously hopeing to do that with the new strain: which as millions die accodrinf to the WHO won't qualify as an emergency of international concern: that's simply about normalising atrcoity

The World Health Organisation has long been the world Vaccine Only Organisation: funded basically by governments and through the Bill and Melinda gates foundation a bunch a bunch of shitty anti-health corprations
This is in large part who funds the WHO:

The better those corporations are doing, the higher the share price and revenue, and the more the Gates Foundation can give to the WHO: IT'S THEREFORE always in the WHO's financial interests to do what will profit these corporations dedicated to anti-health

Basically, that one guy has an entire monopoly on global health policy: it stops all other alternatives and likely much more beneficial approaches: whether that be social programs or far superior treatments and forms of pharmaceutical intevention
