an overlay.It has been 180 days now but no update by Mayor on this. We always have to balance out the needs of the businesses and neighbors. We acknowledged there was a problem 6 months ago. John Kinsey of Elm Ave landowners:former dairy site were actively developed ImageImage
up until 2017. They were then told this will be rezoned despite development being done and hard to sell as it is now zoned for an inconsistent status. Hard to get funding or sell then.
This sends a signal to others who may want to invest in future in City. We had community ImageImage
meetings. 60 acres were left with non conforming status.We tried to determine what we could do to show we can provide clean businesses.We had two requests:clarify some vague language. "Fewer impacts" than previous tenant language too.But community representatives would not make ImageImage
any relief to the landowners. We can commit to some positive requests. but the two vague language requests have shown no changes. Maybe this needs to come back to Council to make it light industrial and not put this overlay on it. We would be willing to put all of the commitments Image
we made. White:Community was not invited to this. Arias:I just wanted an update for the council. Dr. Venice Curry:I have worked on this for a number of years. This was always focused on helping West Fresno which has had lots of problems that led to health issues.We never wanted Image
to close businesses or hinder businesses. For two years the zoning issues was the most concerned by the community.We wanted grocery stores and banks. Basic requests. But industrial sites are consistently placed in West Fresno.We will continue to fight for this. We were clear what
our priorities.West Fresno Specific Plan allows businesses to continue but not to expand.
We offered an overlay as an option. We did not apologize that pollution has affected the health of our community. We have worked diligently on an overlay. Our core issue is the community.
Planning Director Jennifer Clark:We had a meeting between business owners and communities.But nothing was satisfactory to both sides.Overlay or reconsider the rezone are two options but no agreement between the two sides.We have nothing else to bring forward at this time. Image

no net increase is what community wants. It would make it hard to meet climate goals.Current zoning allows residential next door to industrial and freeways. Light industrial is a good buffer between heavy and neighborhoods.
