How?

According to Dailymail.co.uk:

"Four Shahed drones hit an army facility causing an explosion which damaged nearby residential properties, as well as other buildings. Another 17 drones were shot down by air defense."

We know that it was an old storage facility with old soviet ammunition. It's impossible to assess what is blown up.

We can confirm Kyle his GIF about the damage.

Conclusion:

It's likely 4 Russian Shahed drones caused the explosion in Khmelnytskyi after they penetrated the Ukrainian Air Defense bubble.
The ammunition depot is destroyed.
What was blown up is unknown.
