Excellent “how to deal with Russia” programme by @bctallis.

Discussions on EU-Russia relations tend to go round in circles along the lines “Russia is our neighbour” and “we can’t change geography”. Some thoughts from me to add to Ben’s thread:
As a Finn it’s borderline gaslighting to hear these statements from esp Germans and French, as Russia *actually* is our neighbour (which it is not, contrary to popular belief, to Germany or France) and we very well know that we can’t change geography.
Precisely because geography can’t be changed and Russia is our neighbour, much of Finnish history is about how to best deal with Russia - which includes to a great extent how to protect ourselves from it. That’s why Finland never stopped preparing for a war.
Even in the optimistic early 2000’s, and despite Finland’s great efforts (including a good amount of bending over backwards) to have as good as possible neighbourly relations with Russia, the possibility of armed aggression against Finland was never excluded in govt reports
It wasn’t politically correct to openly talk about the threat Russia potentially posed, so it wasn’t spelled out in so many words, but it was always clear that the armed aggression would come from the east (or, as the army joke goes, if it comes from the west, it’s flanking)
I was astonished to hear a senior 🇫🇷 diplomat say at #lennartmericonference that this is the first time EU enlargement is used for geopolitical purposes. It’s always been - the eastern enlargement very much so and also Finland joined for geopolitical and security reasons in -95.
We urgently need a better shared understanding within the EU of how joining the union has been very geopolitical for countries close to Russia and membership has served primarily a security purpose, and secondly the common market and all the rest that is nice to have.
Joining the EU has meant to show Russia that you clearly choose NOT to belong to it’s sphere of influence. Now you can ask about Orbán’s Hungary, but in the end he’s also only able to play his games with the Kremlin *because* Hungary is an EU and NATO member.
Now back to how to deal with Russia. Going forward, the EU needs to avoid the “reward trap”: a pattern in EU-Russia relations where Russia creates a problem and then expects

a) others to solve it and clean up (sometimes literally)
b) to be rewarded for stopping being the problem
That’s why this point Ben makes is so important: we should expect and demand Russia to change. But we can’t do it for them (unless somebody is prepared to completely militarily defeat and occupy Russia like Germany after WWII. Nobody ? Didn’t think so)

I don’t blame anyone for opposing nuclear weapons in any form and its important in democracies to have different opinions. The world would be a much safer place without nukes. But simply saying that you don’t want to have anything to do with them will not make them go away

Germany’s Zeitenwende was getting on so slow last year that it inspired German observers to coin the term “Zeitlupenwende” (slo-mo change).

However, the dynamic has changed this year and although I’m ready to be disappointed again, currently my glass is half full. Why ?

I really recommend everyone further west in Europe to read this if you want to understand why Finland has been preparing for the worst (war) while hoping for the best (peaceful cooperation) vis-à-vis Russia.

And why Finns feel a strong “connection of destiny” with Ukrainians
Just yesterday I talked with a fellow Finn about how Russia’s invasion of Ukraine last year ripped open the trauma of our wars that are only 2 generations away. Finns REALLY just wanted to be over it and life to continue. But Russia didn’t let us.
We fought Russian imperialism 80 years ago and all of this is still extremely triggering. Imagine then how it is for our Baltic neighbours for whom it’s only been 30 years. And what really kills me is to know exactly what this is doing to Ukrainians.

Germany’s Bundeswehr has launched a new ad campaign, saying “what counts when we need to show strength again”.

The alarmed reactions and pushback it has gotten is indicative of how long the mental Zeitenwende will take Image

Many Germans are very uncomfortable with the idea of a stronger military and esp the “again” (as opposed to “never again”) has triggered the memory of the nazi Wehrmacht instead of the strong Bundeswehr during the Cold War.
It’s important for Germany’s leadership to communicate wisely about the need for stronger military capability. I’d suggest to frame it very strongly around Germany’s contribution to European security and as an insurance (Germans love insurances)

Since Pistorius took over as 🇩🇪 defence minister in January, Germany’s military Zeitenwende has been gaining momentum.

The biggest challenge for 🇩🇪 military Zeitenwende is the Zeit part.

The longer it takes to allocate money, the more inflation & interest will eat away from the €100 bn Sondervermögen. As a result, some of the initially very ambitious procurement plans had to be adapted already
Instead of improvement, the annual report of the parliamentary commissioner for Bundeswehr found that material conditions have become more dire as 🇩🇪 has supported 🇺🇦 with significant amounts of weapons but hasn’t been able to replenish stocks fast enough.
