credit at the event! Tower District Farmer's Market tonight and 599 event in Chinatown tomorrow night. $250 M Governor's for our downtown has not been received yet. Our largest problem is aging infrastructure. But we have obstacles.Maybe utility fee raise for all city or get it
from another outside source.Everyone wants this density in Downtown so we don't have to spread at our fringes which costs more in sprawl. But we need to eliminate these obstacles.@GarryBredefeld The Restaurant Awards were fantastic.LaRocca Family got Lifetime Award!

10:15 am Appearance by Joe Morales to discuss American Ambulance. (District 7 Resident) with daughter Lisa in his place: ambulance have back up noise . Image
10:21 Appearance by Virginia Torres to discuss American Ambulance. (District 7 Resident) We have been here twice before.OUR lives and health are important too. They are in residential district but sirens 24/7. Drivers play with the ambulance sirens just because we complained to
Council. We were told they would build a taller sound wall.We need an investigation. We used to hear one siren a month until they moved into the neighborhood.
10:15 am Appearance by Joe Morales to discuss American Ambulance. (District 7 Resident) They can save lives without endangering the lives of the community . They have a CUP but they play with siren by playing "Shave and a Haircut " at 1 am. I have a video you can watch. ImageImageImageImage
UNSCHEDULED PUBLIC COMMENTS:kay bursdon from League of Women Voters. Cultural Arts Draft doesn't take a close look at the language in Measure P. Next;Fernando:There is a corruption at Council Image
Cindy Pambino :Please do not ad all of the Homeless Impedance measure until we have a place to put them. This does nothing but criminalize more of our homeless. Hurt Vets, disabled, seniors.Too vague and needs clarification. HART team will use this to hurt more homeless in en- Image
-forcing this. Next:Alan Pazaolski:on behalf of Maria Garcia and pitbull that was tied up. The owner and police didn't care. PD implied they were investigating Maria as well as the death threats to Thai restaurant and nothing about the dog. Some photoshopped photos of another dog Image
looking happy. Now nobody has seen the dog since. If we hired more officers and spray and neuter programs we could improve this and save money later. Next:PD said there was no abuse of the dog. We want to have accountability for owner of this dog.Hogtied in heat. ImageImage
It appeared to be having a heat stroke. No shelter. We make reports and nothing happens. We can save money at shelter by spay and neutering program as well as investigating crimes like this.Rain Chamberlin:I have worked with FAX etc on sidewalk access due to unmaintained, no side- Image
walks at all, bird poop, car dealers blocking sidewalks. How dare you use ADA to punish people just trying to survive? Never once had an issue with other homeless but cars from dealers blocking road. You are trying to make it illegal for us to have possessions! This will
be genocide. There will be lawsuits from this ordinance. Lethal Garcia:I work for two grassroot organizations. Safe lots, safe camps would solve immediate issue while permanent housing is built. HART-less throws people around. No safety with no safe spaces. Which part of budget Image
will fund the coming lawsuits?? Next:You are doing a great job. Reset, readjust and refocus. Right attitude needed. We are Fresno not LA.Money should be put into downtown and schools. Water for farmers. Our streets are a mess. Next:@LovesMercy Brandi:I am nervous as Image
this is so important. Thanks for the arts items. Homeless ordinance says where people cannot BE but not where they CAN go. Loitering laws at schools are already there. This resolution is so vague and broad and can be abused.Next:Alexandra Alvarado:Everyone needs a roof
over their heads. Homeless experts in the room should be part of writing these ordinances. We are choosing to criminalize people who are just trying to survive. Homeless Youth shelter closed.North Carolina has a project that provided housing that lessened 1000 nights in jail.
Our council sat back and didn't preserve affordable housing with eviction notices. Leticia: with California Rural legal .The mobile home is turning into a ghost town. Patricia Shawn:I am from Hacienda Mobile Home. We have come here many times for help.Mark Adams of LA Times. ImageImage
When is the time when you will help us?? We are drowning . Nest:Everyone is in fear of Harmony finding a reason to evict these people at the mobile home.Next:Trails Inn hacienda have just become faces to the Council but we hear the stories of the fear they live in ImageImage
Gloria Hernandez: I fought for farmworkers and was abused by Deputies. Only some of the PD recommendation #35 that asks to check where PD moves money around. They rent out our cops but they then complain we don't have enough cops! We have had a man wanting to withdraw money at
a bank but was threatened with a call to Border Patrol. That is hate! But instead you are creating a hateful ordinance . Next Green eyes:I have been homeless for 11 years. I am concerned about my friend Stephanie. HART-less team took all her belongings despite her having one lung. ImageImage
They would throw our medications away. Safer to be at a park homeless rather than at other places. I have been raped 38 times.I went to San Joaquin Memorial and used to work for the County. But ever since I got divorced. We had PD say they won't take our tent but rather they
take the tent poles and laugh. Dez martinez:Karbassi and White are laughing while this past speaker was talking about being raped 38 times. (MAXWELL asks her to direct her comments to him). The first people to be targeted with this ordinance will be LGBTQ and elderly.Having
school walkways cleared but the rest of the ordinance is dangerous. I don't know why you are against safe camps. Next:Lynn I spoke at another council meeting about PD at my door. When I got back from that meeting PD were at my door. I had officers steal my cell phone. I was Image
placed in a mental home as soon as I complained about losing my phone. Jordan Imhof (sp) needs to resign from PD as he was campaigning with his uniform but blurring out badges.By Zoom: @LisaYFlores1 At last meeting I spoke about doing cost analysis. You
be investigating at a Federal level with this ordinance. My vote is worth more than $16,000.Votes put you into office. It is awful that the CUP the American Ambulance got doesn't get a staff out there to change the issues the neighbors have with them. Marisa Moraza:we are
against this ordinance as written. How can we protect people now ? Individuals are in danger of being homeless soon due to unlawful evictions. We have been canvassing in District 7 and people are in need of help. 3 minutes is not enough time to relay detailed plans. Shar Thompson
:I am standing here in solidarity today. We do belive schoolkids protections should be part of this ordinance.Otherwise this is just criminalizing poverty. Foreclosure of housing will lead to more homeless. @kieltls I-CC on art near San Pablo. We trust Fresno Art Council. On home-
less ordinance we need to take surplus city land to create a safe place for street family. Lindsay Herbert:Homeless need safe places to live in a car etc. Once that is built than we can enforce the ordinance if someone won't go to those safe places. We need somewhere to go until
shelters have spots open. City Clerk:clerical error on 1-00 should be part 3.Approve balance of Consent Calendar. Changes to Agenda: 1-E, 1-F,1-BB removed and will return June 15th. Placed on Contested Consent :1-G,1-M,1-N,1-Q,1-MM, 1-X,1-CC
Public Comment:Ruben Espinosa:I am against homeless ordinance. We have come up with solutions like safe camps, rent control but Council doesn't want to go up against powerful special interests.
Some on Zoom say they have been on hold but never called on.Maxwell states they will have unscheduled public comments at the end of the meeting.
Council passes without discussion the Special Tax items 10:00, 10:05, and 10:15 items. Approved 7-0
1-G Approve the appointments of Kelly Kucharski and Christina Soto to the Parks, Recreation, and Arts Commission for a term ending July 1, 2026, and approve the reappointments of Jon Dohlin and Jose Barraza, to the Parks, Recreation, and Arts Commission for a term ending July 1,
2027. Approve the appointment of Shannon McCulligh to the Mobile Home Rent Review and Stabilization Commission as a Resident Commissioner for a term ending June 30, 2024. Approve the reappointment of Linda Moreno to the Civil Service Board for a term ending June 30, 2027. NOTE:
park items pulled . Arias:wonders why some people has had their terms expire but remain but the two parks commissioners were removed. Deputy Mayor Gundy:they were not removed but we have two that will replace them. There are straws drawn and McCoy and @sarahparkes09 had their
terms expire early but have remained despite the terms having already expired. We have two other new people to replace. We love these commissioners. But we have some new qualified people. Arias:these two commissioners are well prepared and helped lead Measure P. It is not where it
needs to be but here we are removing commissioners when we have a trust gap due to Mayor being originally against Measure P. I have able bodied candidates for Planning Commission but they have yet to be named.I would like these two original commissioners to remain.Gundy:We are
not removing two qualified commissioners but replacing them with two qualified commissioners. You are right we don't want rubber stampers. Soto has qualities like McCoy does.People in these positions serve at the pleasure of the Mayor. Arias:There are two commissioners
who expire in June and one is resigning. Can we fill those spots instead? Gundy:we need commissioners that fit two unique skills of those that are being replaced. Arias:I won't be in favor. I don't think the Mayor's choices have been good. There is a gap between of the authors of
Measure P and the implementation where the Mayor was against it .Now that the money is coming in he is in favor. I think we need to keep the original commissioners. Gundy:we agree that we want to appoint folks who represent the community. Mayor is in favor of Measure P. Maxwell:
I spoke to one of the replacements who lived in my district and she seemed qualified. Karbassi:He brings up Sarah Parkes and asks if she would like to stay on Measure P commission. She says yes.I have worked with her on San Joaquin River Conservancy and she is prepared. Gundy:Any
-one can reapply. There will be openings coming up soon too. Karbassi:When this came up the first time I did not get tot weigh on who was on this commission. What would be next time we can reappoint?A:June. Karbassi:I strongly suggest we re-appoint Parkes.MAxwell:How about we
appoint just one of these ? Not appoint Soto this time. Attorney :please clarify who is being replaced? Gundy:There is very specific position have unique qualifications. Arias:can we table this? Gundy:One is conservancy and trails like Parkes has. Soto has experience under parks Image
and youth. Maxwell:you don't think Parkes would be qualified under that. Gundy agrees she would. Arias:can we table this? Maxwell:i don't want to at this time. approved 7-0
Council heading to Lunch now (It is 12:15 pm) They will be back at 1:45 PM
CMAC is unfortunately down at this time. Hopefully I can tweet once it returns (now it is 1:51 PM)
Watching on city's calendar "in Progress" link
fresno.granicus.com/player/event/c…
(In Progress) Radio site space carried with carry over funds White:I don't think this is carryover funds. They carried over more money than they thought. Arias:When I need funds for Water Tower there wasn't money but now there is magically money. Whose office is this? Assistant ImageImage
City Manager:We don't take it from General Fund.Director:This should take care of communications between PD and FD in that area APPROVED
1-Q Arias:this is for garage surveillance cameras. We had modernization requests that have not happened yet. Staff:This will allow kiosk etc for garages in late summer.APPROVED 7-0 Image
1-X Chavez:my question was answered
1-CC 1-CC Actions pertaining to the Caltrans Art Project at San Pablo Park at State Route 180 and Belmont Avenue (Council District 3): 1. Bredefeld:how will artists be selected? Staff Morrisson:Fresno Art Council will select. Fresno Art Council
Director:We put out either a local or state request for artists. A design committee made up of neighbors where art will be.Fresno art Council will be facilitator only. Wee ask if the art would be objectionable to average person. Bredefeld:it won't be hundred percent agreeable.
APPROVED 7-0.
1-MM Bill - (For introduction) Adding Article 21 and Article 22 to Chapter 10 of the Fresno Municipal Code, Prohibiting Impeding on Sidewalks Within 500 Feet from Sensitive Areas Including Schools, Childcare Facilities, Public Parks, Public Libraries, Warming and
Cooling Centers, and City-Permitted Shelters for the Unhoused. Sponsored by Bredefeld and Arias.
Arias: I want to make some clarifying comments. My district has most of the homeless shelters. This will not criminalize any homeless. It will protect school sites and day
cares. Half of the homeless have some type of disability so we want to make sure they have access to shelters, warming centers etc.I visit the shelters myself and have stayed overnight doing shifts.I have two siblings who were unhoused. It took a long time.We supported
them but gave boundaries.Luckily they are both on their feet and supporting themselves. I take my role seriously. I exposed my 8 year old to covid while checking out shelters. There is a place for advocates but we also need to protect school and day care sites. We have 11 shelters
as well as portable showers. We are also setting boundaries so kids can get to schools without seeing drug use. Makes motion to approve and second by Bredefeld.@GarryBredefeld This is about safety. We have homeless advocates that come to every meeting attacking us and the Mayor
that we are not doing anything for homeless. But we have.We don't want to facilitate living on streets.WE need to partner with County for mental health but they are not partnering with us. I have been asking for these advocates to show up at Supervisors meetings too. Supervisors
spend a lot of time with proclamations only. City of Fresno homeless are also county homeless too but Supervisors don't seem to know that. We ask the homeless advocates to go to Supervisors meetings so they can deal with homelessness and not just do proclamations. We need to get
people off the streets and have a productive life. @LuisCha70215912 we have all seen shopping centers areas with lots of homeless. How will this be enforced? Are the PD respond?Code Enforcement?Arias:this won't do shopping centers but PD will enforce around schools.
No crime but they are asked to move from sidewalk and outside of the 500 ft radius. If they don't move and escalated it will go up chain of command.City Attorney Andrew Janz:City Manager will have discretion as to who can enforce this. Chavez:Boise ruling too. I have
shopping centers that have a school site inside it too.
What is the process? Want to make sure we are covered as lawsuits may be coming? Janz:Boise ruling covers cities without enough shelters. We need to make sure there are no fees so they can get their belongings.SF, Sacramento
etc have all been sued for NOT having this type of ordinance. Chavez:Food vendors texted me who often come near schools or phone sellers. Arias:as long as they don't hinder safe travels.Temporary vendors like Valentine's Day are covered too. I am open to an amendment to be sure
food vendors and temporary vendors clarified that they are covered. Bredefeld:Arias and I are looking at shopping centers as well in the future.@AnnalisaPerea You can't put items within 5 feet of a door. Would that cover shopping centers too? Janz:be hard to enforce on private
properties. This is a tool to give city employees another way to clear the sidewalks. Bredefeld:we don't have a criminal element in this because of state law Janz: doesn't allow it due to lack of beds in Fresno. Perea:why don't we cover residential too?Arias:good idea but that
would cover 80% of City.We have to have enough shelters first. Advocates told me this would force them to go to County islands. I tell them they are County residents and Supervisors need to do something to help. Bredefeld:people should have access to travel. Perea:we need to al-
-ready enforcing this. This seems like we are just moving the solution. I think this will force them more into residential neighborhoods.Arias:We don't have enough shelters but most of the towns nearby have no resources. Homeless are sent to Fresno by other towns law enforcement.
We finally got Fresno Irrigation District to finally take some responsibility for their share of homeless. Now we need County to do the same.Chavez:I want to include that we revise this as we go along? Such as pushing homeless into County Islands would be a problem. Bredefeld:
revise this in 3 months and see how it is going. APPROVED 6-1.
3-A Actions pertaining to the replacement of customer relationship management software (Bid File 12300269) (Citywide): 1. Award a contract to Incapsulate, LLC for the Customer Relationship Management Replacement solution and implementation services in the amount of $395,723.80
for one year with the option of four, five-year extensions. 2. Approve the purchase of Salesforce cloud subscription licenses from Carahsoft Technology Corporation, at government approved pricing, in the amount of $610,343.91. ImageImageImageImage
Product rep: This will take Salesforce and convert what you have already. This will take FresGo and convert it . This is a holistic reform.GIS will tell you exactly where it is located. Transparency is number one for both internally and externally. NOTE:showing a short video ImageImageImageImage
and using AI to help determine the problem quickly. Customer will be told when to expect it to be done. It will be routed to the correct agency to solve it.END VIDEO. This is a 23 week project to configure it to City's system. Maxwell:my staff has some questions and see what can
be changed before approving this contract.I would like to continue to next meeting. Arias:I hear sometimes residents report a pothole 20 times but it says it is resolved. I also want to limit who has access to the data.White:there will be a training up process. We can do a better
definition of what is received and what is completed.Arias should be able to access data with the current app but it is a bit clunky. APPROVED TO CONTINUE UNTIL NEXT MEETING
3-B WORKSHOP - Advanced Clean Fleets Regulation Sponsored by General Services Department CA Air Resource Board passed recent regulation to accelerate transition to zero emissions of work trucks.Exempts some vehicles like PD.Two pathways for purchase. ImageImageImageImage
City needs to fund this whether funds are available. The vehicles tend to be twice the cost and have half the range. Infrastructure delay of extension for five years or vehicle delivery delay extensions. Can get gas powered in an emergency. ImageImageImageImage
There will need to have battery chargers in more locations to plug them in. A charger with every vehicle. State offers incentives to get early adopters.$250 M to get FAX and this is an unfunded mandate. We must buy vehicles by end of this year or it will apply to new mandates. Image
@kmkarbassi That was depressing. Any grants from CARB for infrastructure? A:hard to get in central valley. Karbassi:Have labor unions commented as to workers waiting for charging? A:early for everyone. karbassi:what is rising cost of power rates? A:unknown. Probably. Karbassi:can
we use emergency vehicles to fix potholes to get around the exemption he jokes. What are penalties if we don't comply? A:unknown at this time. Karbassi:it is a tax. Please update us when you know about penalties.Arias:Why are we not electrification is what I have asked for years.
I always got push back. Instead of leading we are being dragged into it.State is going to mandate it instead. @gregorybarfield we have FAX chargers that took 5 years and we still don't have enough power. PG&E discussions continue. Arias:former city attorney had to be dragged to
get electric cars for code enforcement. State is forcing us now. The more people we hire the more power we use. I am still waiting for our mayor to announce a bold vision on electrification. Karbassi:Cost is still twice as much and out of our budget for potholes and PD.
Some won't increase rate increase but will support a State mandate.Arias:we both own EV owners. In some sectors the technology is not there. It is easy to say we have a revenue problem but we need to also acknowledge an expenditure problem. We had
departments buying $1000 tables at yesterday's State of the City . White:Table cost??buying garbage cost at twice the cost.Garbage rate is driven by personnel and equipment cost. Mayor is put in a bad position to ask for utility rate increase but Arias says he won't.Yet Arias is
for EV vehicles that will be more expensive.(NOTE:White is very heated). Maxwell:moves on to next item.
3-A Progress of Code Enforcement, including ASET Quarterly report. City Attorney Andrew Janz has heard Council would like a more flexible Code Enforcement with hours available. Staff:Our condolences regarding H Spees. Image

city. ImageImage
