3) Here are the components of the national debt (separate from the annual or bi-annual budget). As you can see, Medicare & SS comprise 46% of the debt; interest another 8%; and if you include "income security," you're up to 72% that is basically "off the table." 
4) Lest I am misunderstood, I think ALL of it should be up for slashing: SS starting with new generations so that existing promises are not broken. Obviously if we cut the debt bigly, the interest payments will fall accordingly.
5) However, working with that 28%, if my calculator works correctly, Congress has approximately $1.2 trillion in which to cut. That includes defense and "all other" (fed roads, highways, customs, parks, security, employees, blah, blah).
6) Are you seeing the problem? Even if McCarthy was serious about doing something, and even if he got everything he wanted, it would be a drop in the bucket. Say, 10% cuts across the board and you've reduced the Fed Annual Budget from $3.61 trillion to $3.48 trillion.
7) I'll say again: i'd be fine with cuts of 30% or more. But given that anything is a negotiation with a hostile senate and an imbecilic Mo-ron Rutabaga who drools, no way we even get 10%.
