I think that I can actually share some real #BREAKING news here. The Swedish Supreme Court has for the first time given green light to the extradition of a (self-described) Kurdish PKK supporter to 🇹🇷. This case was different than past ones as he is convicted of a drug crime.+
Turkish authorities have vowed that there are no plans to charge him with any terrorist crimes & have merely requested that he return to serve the remainder of his drug sentence (he was released early from a Turkish prison in 2014): 2 years and 7 months.+
The Supreme Court did not appear fully convinced that the person's political activities were not just a creation after the fact & did not find that he risks persecution. Hence they found no obstacle to extradition according to §7 in the Law on Extradition (1957:668). +
All eyes will now be on whether courts in 🇹🇷 live up to vows not to charge him with new crimes and on how he is treated.

In a separate case, a 🇸🇪 prosecutor is on Friday expected to announce charges against a man suspected of terror financing & extortion on behalf of the PKK.+
Taken together, I would expect these two cases to have a big impact on the Swedish attempts to convince Ankara that it means business when it comes to getting tough on the PKK & that it is living up to its commitments in the Madrid memorandum.+
🇹🇷 has demanded concrete results, not just new laws. The expected charges on Friday are very concrete, & 🇹🇷 can now also point to extraditions.

I have uploaded the verdict (in Swedish) here: orange-devinne-56.tiiny.site
(Full disclosure: I served as an expert witness in the trial.)

There will be many more insightful comments on Erdoğan’s new cabinet in the coming days, but my very hot take on key points: Interior minister & firebrand Soylu gone. Foreign minister Çavuşoğlu replaced by former spy chief Hakan Fidan. Şimşek returns as Finance minister. Image
In a disappointing cliché, the one woman in the cabinet is Family (and Social Services) Minister.

Soylu’s stock has been falling since a mobster spilled his secrets after a falling out, but his departure is still significant. He is, frankly, a frightening individual.+
Intelligence chief Fidan becoming top diplomat may reveal something about how this regime views foreign policy. As secret deals, intelligence, and covert operations rather than international law & organizations, trade, & shared values.+

i fysisk fara.

Many Turks suspect that 🇸🇪 is just using laws & administrative procedures as excuses not to extradite terror suspects to 🇹🇷. Let me give you an example to refute that suspicion: I was listening to Swedish Radio just now and they were interviewing the head of the 🇸🇪 Food Agency. +
We are currently shaken by what might be the biggest spy scandal in 🇸🇪 history. A former employee of the 🇸🇪 Security Service AND Military Intelligence was allegedly spying for the 🇷🇺 GRU for years. He then worked at the Food Agency before being arrested last year.+
The potential damage he did to national security is incalculable. But get this: HE STILL RETAINS HIS EMPLOYMENT AT THE FOOD AGENCY! The rules say that being indicted for a crime is not a reason for terminating employment…+

The Swedish foreign minister has for the first time presented a new Statement of Foreign Policy mid-year. It contains several passages that 🇹🇷 might appreciate, emphasizing that 🇸🇪 will show solidarity with and “contribute to all of NATO’s security, including that of Turkey.”+
🇸🇪 strongly condemns terrorism & announces that a new, stricter, terrorism law will take effect July 1. The government is also working on additional sharper anti-terror laws. “There should be no doubt that Sweden stands together with likeminded in the fight against terrorism.”+
I view these as quite far-reaching steps for a Social Democratic government to show publicly that it takes Turkish concerns seriously. The government runs the risk of being criticized for bending to the demands of a foreign leader who is not very popular in Sweden right now.+

Arkadaşlar, there are many reasonable concerns that Turks have vis-a-vis Sweden, but there are also a number of misunderstandings floating around in the Turkish press. Let me address a few of them.+
Did Sweden sell anti-tank weapons to the YPG or PKK? No. It seems true that AT-4s have been confiscated in Turkey (Hakkari) & AT-4 is a Swedish-designed weapon. But they are sometimes made elsewhere & I understand that these weapons were neither produced in nor sold by Sweden.+
Has Sweden given 376 million USD to the YPG?
No. That sum probably refers to the entire Swedish aid budget for ALL of Syria 2016-2023. (Some of that money even goes to projects in TURKEY to help municipalities cope with Syrian refugees.)+
