National Unified Computing Power and Network (NUPCN) Dispatch Platform Officially Released

The NUCPN DP is designed to implement the goals of the national East Data West Computing (EWDC) strategy. and "solve the problem of manageable, controllable and dispatchable computing power". China Telecom is working with CAICT to develop the platform.
Li Jie, Deputy Director of the CAICT Institute of Cloud Computing and Big Data + Xiao Qing, Deputy Chief Engineer of China Telecom Shanghai, introed the project significance and specific functions of the "NUCPN" DIspatch (Scheduling) Platform (Version 1.0)".
Dispatch platform: will facilitate allocating resources so that user requests for compute power get to the right place in optimal way. CAICT: major cloud services providers, including Huawei, AliCloud and Tencent Cloud are also providing compute power via the new platform.
The "Overall Layout Plan for Digital China Construction" issued by the CPC Central Committee and the State Council in 2023 specifically mentions: "The system optimizes the layout of computing power infrastructure...
...promotes the efficient complementarity and collaborative linkage of computing power in the east and west, and guides the reasonable echelon layout of general data centers, supercomputing centers, intelligent computing centers, and edge data centers."

For Wei to speak out here is telling. When Wei comments on Japan’s new export controls, his views are authoritative: “Such decisions by the Japanese government will undoubtedly have a negative impact on global semiconductor industry and backfire on Japan's own domestic industry.”

Indeed, the Taiwan challenge now also centers on the future of the semiconductor industry, the global economy, and all associated industries. It is a strategic long-term challenge that may have a military challenge, but clearly no "military solution." (2/6)
The Taiwan challenge arguably requires a new approach to addressing the key issues around the complex trilateral relationship. Things have changed markedly since 1982, and assessments and policy recommendations focused on deterrence seem woefully out of date, given stakes. (3/6)
