Report of a shooting at/on/near I-94 and Dowling Ave, north #Mpls.
Victim in a blue Elantra, shot in the leg.

Police arrived, breaking out the window.
Starting CPR.
Two tourniquets applied, one to each leg.
The vehicle crossed the Dowling bridge over I-94 before crashing into a garage at 38xx N 6th St.
The vehicle may have been being chased by a group of motorcycles prior to the shooting.
Police found casings at the Dowling exit.
Requesting I-94 to be shut down northbound from Broadway to Dowling.
