The new package introduces a new anti-circumvention tool.
It will allow the EU to restrict the sale, supply, transfer or export of specified sanctioned goods and technology to certain third countries whose jurisdictions are at high risk of circumvention.

New entities are subject to tighter export restrictions for advanced technology items.
In addition to the Russian and Iranian entities already listed, this now also covers entities from China, Uzbekistan, the United Arab Emirates, Syria and Armenia.

We keep adding new export restrictions on technological items found on the battlefield that contribute to Russia’s military capabilities and technological enhancement.

We also introduce a full ban on certain types of machinery components that can be easily redirected to be used to support the Russian war effort.

Germany and Poland will not have possibility to import Russian oil by pipeline.
We introduce very targeted derogations to export bans to enable the maintenance of the Caspian Pipeline which transports Kazakh oil to the EU through Russia.

New transport restrictions have been introduced to clamp down on the circumvention of the prohibition for Russian freight road operators to carry good to the EU.
Also a prohibition to access EU ports for vessels not compliant with the new measures.

Today’s package contains new listings of individuals and entities including Russian decision-makers and military leaders complicit in the war against Ukraine.
The list also includes key figures involved in the kidnapping of Ukrainian children to Russia.
