The Florida Medical Board is mandating that all trans people submit to mandatory and medically unnecessary psychiatric evaluations every 3 months as a condition of accessing care they've received with no issue for years. 
Insurance is unlikely to cover most of these evaluations as they are medically unnecessary. Annual bone density scans are unnecessary for trans adults. They are expensive and insurance won't cover it. This is effectively a ban.
That's not to mention the time commitment for trans people to access care even if it were possible to follow these guidelines. That's 60 appointments a year at minimum in total. That's over 1/week which would need to be in person. Working people would not have the time.
It also makes no sense from a medical safety standpoint. Trans people who have had bottom surgery NEED hormones to prevent bone density loss. Miss your bone density scan? You can't get the medication that stops you from losing bone mass. It's absurd.
Imagine if there were a rule that said diabetics that missed a blood test for their A1C were then told they could no longer get insulin. That's what they're doing here.
On top of that, they are reincorporating bigotry into medicine explicitly. "Social support" means that if family or and friends oppose your transition, they can deny you HRT. Landlord kicks you out for being trans? You lose your HRT for having housing instability.
Getting bullied by family and coworkers to the point of suicide? You can no longer get HRT because you lack social support and and are suicidal.
This is a how they eradicate trans people, by making their medication contingent on them tolerating abuse and bigotry.
