In 2009 (somewhat old apologize if things have changed), the author Edwin Rubenstein did a report on the one of these credits, the earned income tax credit (EITC) and found that it had the highest percent of improper payments at nearly 1/3 payments being improper: Image
Unlawful immigrants are barred from this program, but many have fake social security numbers, or can claim benefits through their citizen children... Keep this in mind when we hear about them "paying" taxes... Image
