In the movie Tomorrow land starring George Clooney a disaster strikes on September 23rd.

In the film Knowing that starred Nicolas Cage that on Sept 22nd & 23rd the earth is destroyed by a solar flare.

To be honest it already did in Arkansas. On April 11, Arkansas passed a bill that makes gold and silver legal tender, allowing its citizens to use gold specie to legally pay debts and obligations without having tax implications. So Texas is probably the 2nd state.
People, listen a bill does not have to become law first in order for it to be effective on a certain date. The effective date of a bill is determined by the language of the bill itself, not by whether or not the bill has become law. This is normal procedure.
