Ukraine gave up its third largest nuclear arsenal. The world then decided Russia should become a keeper of such power. Yet, history shows it was Russia who deserved nuclear disarmament the most. And Russia deserves it now – terrorists have no right to hold nuclear weapons.
But while nukes remain in place, mass destruction is gaining momentum. Russia is weaponizing many other things, which are not only used against our country but against all of yours as well. Many conventions restrict weapons, but there are no real restrictions on weaponization.
Russia has blocked our Black and Azov sea ports and continues to target our Danube ports with missiles and drones. It tries to weaponize global food shortages in exchange for recognition of some, if not all, of the captured territories. Russia is launching food prices as weapons.
We opened a temporary sea export corridor. We’re working to preserve land routes. Alarmingly, some in Europe play out solidarity in a political theater—turning grain into a thriller. They may seem to play their own roles. In fact they’re helping set the stage for a Moscow actor.
Many times, the world has witnessed Russia using energy as a weapon. Now the threat is even greater. Russia is weaponizing nuclear energy. Look what Russia did to our Zaporizhzhia nuclear power plant — shelled it, occupied it and now blackmails others with radiation leaks.
Various terrorist groups abduct children but never before mass kidnapping and deportation would become a part of the government policy. Not until now. Stolen Ukrainian children in Russia are taught to hate Ukraine. All ties with their families are broken. This is a genocide.
Each decade Russia starts a new war. Parts of Moldova and Georgia remain occupied. Russia turned Syria into ruins. And if not Russia, chemical weapons would have never been used there. Russia has almost swallowed Belarus. It is threatening Kazakhstan and the Baltic states.
More than ever before, humanity must act in full solidarity to save human lives. As nukes are restrained, so must the aggressor and all of its tools and methods of war. Each war now can become final, but it takes our unity to make sure that aggression won’t break in again.
Last year, I presented Ukraine’s Peace Formula. It has become the basis to update the existing security architecture. Now we can resurrect the UN Charter and guarantee the full power of the rules-based world order. Tomorrow, I will present details at a special UNSC meeting.
The Formula is not only about Ukraine. Over 140 states and international organizations have supported it fully or in part. It offers solutions and steps to stop all forms of weaponization that Russia has used against Ukraine and other nations; the ones other aggressors may use.
Important talks and consultations on the implementation of the Peace Formula have been held in Hiroshima, Copenhagen, and Jeddah. Now we are preparing a Global Peace Summit. I invite all of you — all of you who do not tolerate any aggression — to jointly prepare the Summit.
I am aware of the attempts to make some shady dealings behind the scenes. Evil cannot be trusted. Ask Prigozhin if one bets on Putin’s promises. Please, hear me. Let unity decide everything openly.
Ukraine is doing everything possible to assure that, following Russian aggression, no one in the world would dare to attack any nation. Weaponization must be restrained. War crimes must be punished. Deported people must come back home. The occupier must return to their own land.
