Ukraine dismissed 6 out of 7 deputy defense ministers yesterday in major wartime leadership shakeup.
This is actually normal. In 2019 I was appointed minister of economy and fired all 8 deputy ministers and 2 state secretaries, completely replacing ministry leadership. Why? 1/
This is done when you need to implement major changes that require a mindset shift. In the govt, there is inertia and people naturally gravitate to the status quo. So, when a transformation is needed, you must cut off the head of the beast, even if people are pretty good 2/
In fact, in my career I have done blank firing of top leadership twice. In the ministry and at the Kyiv School of Economics.
In both cases, this created a management vacuum which was filled with new teams committed to new ambitious visions. 3/
Russia's found a workaround for Western oil sanctions, says a new study from KSE Institute. But there is a way to make those sanctions stick and reel Russia back into compliance.
The study is led by Benjamin Hilgenstock @ben_hilgenstock, a KSE senior economist 1/
Ben goes through troves of data, public and not, and connects the dots between macroeconomic state of the Russian economy, sanctions, and specific mechanisms used by Russia to bypass sanctions.
So, what’s the data? 2/
The picture below illustrates the discount Russia was getting on its oil exports relative to the global market prices.
The price cap on Russian oil was introduced in December 2022, and that’s when the graph starts.
We see that the discount has been gradually decreasing 3/
An incremental victory for Ukraine that shows that Russia can be isolated economically, financially, and logistically.
Poland follows Finland and Baltic countries and ban Russian cars from entering. Now, there are lines at the border as Russians are unwilling to turn back 1/
The ban was announced by Poland Interior Minister Mariusz Kamiński and is set to go into effect at midnight. It follows new EU guidelines clarifying that Russian-registered cars should not enter the bloc, even temporarily. 1/
In fact, the guidelines are not new. Instead, the E.U. commission has issued a clarification that explicitly addresses passenger cars. They are not allowed to enter. Why? The commission refers to the E.U. higher courts that rules on application of sanctions 2/
