Having had the great fortune of spending 16 years in overseas locations during a 38 year military career, I always think of how US current events are seen from the perspective of our allies, partners & foes.

A short 🧵 on those thoughts. 1/9
Serving 12 yrs in EU, 3 yrs in the ME, & many non-consecutive months in Asia & S. America, it seemed most -not all- foreign views of the US, what we claim we stand for & believe in, were positive.

To be sure, there are a few ugly Americans who besmirch our reputation. 2/
As a representative of the US in combat and peacetime situations, I never thought our soldiers should attempt to win "hearts & minds."

Instead, I believed we/they should try to win "trust and confidence" from our allies & the citizens of countries where we served. 3/
Also, something I always tried to remember was a message a mentor once gave me:

"Leaders gain trust. And trust is gained in drops, but lost in buckets."

While I'm an optimist, I believe we have lost buckets of trust from our allies & partners in the last few years. 4/
We notice when extremists Orban (Hungary) or Fico (Slovakia) are elected, we smirk when PMs like Berlusconi (Italy) or Netanyahu (Israel) are charged w/ crimes, and we can't figure out how Xi, Putin or KJU remain in power.

When those happens, we lose trust in governments. 5/
I'd suggest other nations pay much more attention to us than we pay to them.

When our capital is attacked, our Presidents are indicted, our Congress proves dysfunctional, or when we hesitate to support other democracies, nations lose trust in us, too. 6/
The last few years (decades?) have caused other nations to doubt our resolve, and question our actions.

Are we supporting our own national ideas and ideals, are we providing that shining light on a hill that so many around the world look toward and depend on? 7/
To fund our government, our representative traded away the support for a desperate Ukraine...a nation attempting to regain sovereign territory, protect their citizens, and secure their national culture.

As @potus said this morning, Congress must vote to reestablish support. 8/
Doing that - QUICKLY - will be the start of re-filling the trust bucket that we emptied yesterday.

Ukraine is aligned with our values and our ideology, and I believe it is our duty to support them in their fight.

That must be our Congress's top priority. 9/9

After boneheaded comments by 'anonymous sources' & commentary by mostly uninformed who have never seen combat, there's been increasing back-and-forth about how @NATO shouldn't "lecture" Ukraine's army on anything re their offensive.

The conversations between senior military leaders is likely a lot different than what's reported.

In my experience, these exchanges - in combat & in training - are extremely helpful. I'm sure GEN Zaluzhnyi is thankful for the support. 2/

It might surprise most to hear that US Commanders in combat (& training) are also provided retired generals as "senior mentors" (we call them "gray beards") who contribute to the education of generals who are doing things for the first time. And they are extremely helpful. 3/

The Marshall Center’s @andrewmichta is absolutely correct on this.

The “pivot to Asia” commentary was a mistake made during the Obama admin, and we should avoid it at all costs. It not only gives options to our foes/competitors, it confuses our allies & partners. 1/4
I happened to be in Tblisi for a visit with my Georgian counterpart in 2012 when @StateDept first messaged that term. The 🇬🇪 President called me to his office and asked what “pivot” from Europe meant.

It was a tense conversation. 2/ Image
Saakashvili believed the term alone would further embolden Putin & he wanted me to message his thoughts to my superiors. He also suggested it would resonate globally in ways we hadn’t considered.

I agreed with him on Putin, but didn’t understand his other point. 3/

Since the start of the Russia invasion, I believed Ukraine would persevere. That hasn’t changed, though the battlefield conditions have.

Recently, many have reported “slow movement,” “stumbling,” “lack of success,” of UAF, from those unfamiliar with operational details. 1/
By “operational details,” I mean conditions of the battlefield…those things that affect gaining ground or achieving success by a force.

Often times in combat, units take 3 steps forward, 2 back.

I know this from personal experience. 2/
“Operational details” also describes the synchronization of soldiers, equipment, the terrain, the leadership.

Putting x equipment (new or old) with y soldiers (rookie or experienced) under z leaders (great or good) on any given terrain will result in different outcomes. 3/

On @CNN today, @VictorBlackwell surprisingly asked about the state of the Peace Conference being held in KSA.

This conference hasn't received much coverage but it is important to Ukraine's future...it should guide those offering thoughts on what will bring peace to UKR. 1/
Over 40 countries participated (Russia wasn't invited). Unlike most "peace conferences" this gathering allowed @ZelenskyyUa to inform and garner support for his 10- point plan while addressing issues of global order.

After @biden's tough call to provide Ukraine with 100s of 1000's of rounds of cluster munitions, Ukrainian MOD @oleksiireznikov provides rationale & assurances (in 5 statements) of how they will be used.

But the debate continues, as some US senators now question that call. 1/8
Reznikov's 5 principles:
-only used for "deoccupation" of UKR territory
-won't use in urban areas (unlike Russians)
-UAF will keep records of where rounds are fired
-those areas will be "prioritized" for de-mining after the war
-UKR will report effectiveness to allies. 2/
There are pros & cons to providing cluster munitions.

It was a tough moral call by @POTUS to decide to provide this ammo now...primarily based on UAF running low of arty ammo they need today.

The DPICM rounds will bridge a gap while more precision rounds are built. 3/

During the 4 July holiday, had a chance to speak with @vausecnn of @cnni about Ukraine. A relatively long on-air discussion (below).

One thing we didn't address: battlefield conditions & fear.

In the last few weeks, many have questioned the speed of Ukraine's offensive.

Most doing so haven't ever been on a high intensity battlefield. Fewer still have fought in those conditions.

While debate usually centers on forces, tactics, equipment, few discuss "conditions." 2/
Today, it was 93 degrees in Kherson. Humidity 36%, making it "feel hotter."

Most soldiers are carrying 50-80 pounds of gear.

Having traveled to many parts of Ukraine with my military counterpart, the terrain is tough: hills, marshes, rivers/streams, few improved roads. 3/
