The @FBI budget spiked after 9/11 when it transformed itself from a federal law enforcement agency, back to a Hoover-style domestic intelligence service with police powers.

Congress kept throwing more money at it.
It is now a bloated agency in constant search of enemies to justify its colossal budget. @FBI operates with no congressional charter. It has become a state within a state.
