Clandeboye Agencies a confectionary wholesaler from Antrim. Won DHSC contracts worth £107.5 million
I have followed this company for the last 3+ years, to try & uncover their profits
This thread also highlights an issue with the Govt DHSC spend reports
Clandeboye won 2 contracts for gowns. I also believe they supplied NHS Wales.
Their DHSC contracts have been well documented. Good Law Project, Panorama & other covering the award of these contracts
I wanted to understand what profit they made
As part of any investigation facts need cross referencing & in this case the contracts are both visible on UK contracts finder.
DHSC spend though only shows spend of £69.3 million. Not £107.5 million. So £38.2 million difference
Why?
When looking at this & spend on other contracts. It would appear that the DHSC spend reports show no spend on PPE until mid June 2020
Therefore suppliers PPE invoices from April to Mid June are not reported. No transparency, no records & another example of lack of DHSC controls
Without this data, I can only assume that Clandeboye delivered all their contracts
The next step is to examine Clandeboye Agencies accounts. This is a bit of a web. So I will try & simplify it as much as possible
Clandeboye Agencies accts were extended until 31st Jan 21 & don't show much for a company who had supplied over a £100 million in PPE.
Shareholder funds had increased by approx £1.3 million but they also owed another company (Alpinebeat Unlimited) with the same directors £675k
In June 2020 just after they won the contracts, the directors formed a holding company called Clady Holdings Ltd
The first Clady Holdings company accounts show in July 21 that they owed another company owned by the same directors £6.27 million, shareholders funds showed just 22k
So the directors other company (not named) had lent Clady Holdings £6.27 million
I have checked all the companies owned by the directors & surmise it could only be Alpinebeat Unlimited incorporated Sept 2020 & the same one that had lent £675k to Clandeboye Agencies
As this is an unlimited company they don't need to file accounts. But it would suggest they had creditors in Clandeboye Agencies & Clady Holdings of £6.9 million.
Clandeboye Agencies & Clady Holdings have no mention of the loans on their next accounts!
This would suggest that the £6.9 million had been paid back to Alpinebeat Unlimited
The directors have also incorporated 2 new companies Clady Group & Dunsilly Holdings. The capital invested in these companies £2.8 million
Finally they also opened & closed a company
Transport & Logistics Limited incorporated in Dec 2020 & wound down Jan 22.
All the companies accounts were completed by the Plymouth Brethren owned UBT Accountants
A complex web that leads to potentially 3 companies that didn't exist pre covid worth up to £9.7 million
In summary the DHSC transparency on spend must be questioned & I hope you found it interesting to see how a contract winner can create new companies & move the money around.

The early days & the first suppliers & dates matter
There were delays in publishing contracts & they were not published in the order they were awarded. I decided to look at the order by award date.
This raises many questions!
Originally this thread was going to look at a company called Toffeln Ltd, one of the very first companies to be awarded a Covid contract & another Plymouth Brethren company with links to a Tory Minister.
It is now part of a wider thread on the first response from Govt
The first DHSC Covid PPE contracts all went directly to manufacturers in China & were signed of by the British embassy in Beijing. In total 10 contracts worth £107 million for masks & goggles
These contracts were awarded from 22nd Mar - 29th Mar. Not published until Dec 2020
Blueleaf Ltd based in Horsham, a one stop shop for Care Homes. Awarded a PPE contract by DHSC
I have followed Blueleaf & their parent company Global Consortium Ltd over the last 3+ years. There is an anomaly in the contract award to Blueleaf vs DHSC spend
The contract was awarded on 26th May 2020, for surgical IIR masks. It was worth £4 million. The masks were manufactured by Hunan EEXT Technology & Service co. This was via the VIP channel
The Govt appointed logistics company Uniserve Ltd were collecting from the manufacturer
In terms of PPE procurement during the pandemic this was a relatively small contract. However this does not match the published DHSC spend with Blueleaf
Between 21st July & 3rd Sept 2020, DHSC spend shows that a total of £31.9 million was spent with Blueleaf
Accora Ltd are a bed, chair & mattress supplier to care homes & hospitals.
Based in Cambridge they were awarded two Covid contracts. One is not unusual.
The 2nd is however one of the stranger Covid contracts & was awarded via the VIP channel.
The first contract was awarded by NHS Scotland for beds to be supplied to the Glasgow version of the Nightingale hospitals. Value £248k. Makes sense!
The second contract was awarded by the DHSC with a value of £18.7 million. It was for Covid testing - a Covid test lab!!
It was awarded in Oct 2020 and went via the VIP channel, the referrer being Lord Andrew Lansley. Lansley is the former Tory MP for South Cambridgeshire from 1997 - 2015. He was also Secretary for Health 2010-2012.
Inivos Ltd based in Peterborough. In 2020 they were awarded three Covid contracts by the DHSC worth £126.5 million
I have followed this company for the last 3 years. This I consider to be an astonishing story comparable to Medpro & Michelle Mone
The first 2 contracts were awarded in May 2020, were for facemasks & with a value over £9 million.
Like many other companies PPE wasn't what Inivos normally supplied
The 3rd contract for £117 million of gowns was awarded 25th June 2020, it is the start of an astonishing story
To understand why, we have to leap forward to 25th May 2022 and a procurement bill debate in the House of Lords. The Hansard record shows that at 7.04pm Lord Strasburger relayed a quite remarkable story about Yorkshire based Adrian Buckley.
Origin Packaging are a Hull based pharma packaging company. In Nov 2020 they were awarded a £115 mill covid contract by DHSC.
I have followed their accounts over last 3 years, what happened with this contract is a mystery🤔
Origin had already been awarded a covid contract for £5 million and records suggest this contract was delivered.
Origin accounts clearly show that they were investing heavily in new premises in Scunthorpe and updating labs in Hull.
Origin appeared to be a great success story with local Tory MP David Davis visiting the premises in April 2021 and highlighting the investment and the help in the pandemic. This would have been as the supply for £115 million contract had commenced.
