Hi Congresswoman @LisaforCongress 👋 Ingham County Clerk Barb Byrum, here! I saw this video of you at an event talking about the need to “ballot harvest” and I think there are some things you should know before you try that: 🧵
This has become a bit of an issue for those of a certain political persuasion who believe that the other side already does this. Two problems: 1) They don’t and 2) Ballot Harvesting is simply not legal.
Yet higher and higher profile Republicans keep alluding to the fact that they think that they should do it…

For those who do not know (of which I will be forced to assume you are one), “ballot harvesting” means learning that someone has an absentee ballot, collecting their ballot, and taking it to their local clerk to turn it in, voting the ballot.
There is a very finite list of people who can turn in a voter’s ballot and it is written into state election law. legislature.mi.gov/(S(5i5vbvyopv2…
A local clerk or their representative can pick up a ballot from a voter at the voter’s request, and they must wear and show credentials when they arrive to obtain that ballot.
A voter can also send the ballot with a member of their immediate family to turn it in. In this section of law, immediate family includes father-in-law, mother-in-law, brother-in-law, sister-in-law, son-in-law, daughter-in-law, grandparent or grandchild.
It also includes a person residing in the voter’s household.
If anyone other than those people (or your friendly postal worker) possesses, delivers, returns, solicits to return, or agrees to return a ballot, they have violated election law in the great state of Michigan. legislature.mi.gov/(S(5i5vbvyopv2…
Any person found to be doing so would be committing a felony that comes with a fine of up to $1,000 and/or imprisonment for up to 5 years… for each violation.

There is a big distinction between ballot harvesting and ballot chasing, as the person tried to yell to you, during your speech.
Ballot chasing is perfectly legal, and it is a commonly used practice by candidates whereby they obtain the list of voters with absentee ballots (which is public record), and communicate with them about the issues or remind THEM to cast their ballots.
Offering to take their ballot to the dropbox or the local clerk’s office is where the line is drawn.
So do yourself a favor, do not commit election crimes… or any crimes for that matter. And if you do plan to commit election crimes, do not tell a ballroom full of people.

I am sure you just forgot that Michigan’s elections are decentralized and they are administered on the ground by Michigan’s over 1500 local clerks, many of whom are Republicans (not that it matters) and not the Secretary of State.
I am sure you simply didn’t recall that it is County Clerks, most of whom are Republicans (not that it matters) who program the election machines, and not the Secretary of State.

Many voters have been asking for ways to check that their votes were counted. For those that voted in-person on Election Day or at their Early Voting location: If you put your ballot in the tabulator, it was counted. No questions.

This is likely a matter of bad reporting coming out of the Bureau of Election FOIA system, and not actually a bad actor.  There is absolutely no way that one person voted 29 times on the same day in the same jurisdiction.
Looking at the voter's history, it looks like the report spit out one line for every change or interaction this voter ever had with the SOS (hence multiple lines for some addresses).
This is a classic case of election misinformation that gets spread like wildfire before election administrators who know what they are talking about can sit down at their desks and look into what actually happened.

Hi Michigan Voters!👋 Ingham County Clerk Barb Byrum here! I’m taking you behind the curtain a little bit today to talk about one of the key safeguards to our election process: Logic & Accuracy Testing. 🧵
Logic & Accuracy Testing is the process by which local clerks test the programming for the tabulators that the County Clerks prepare. Tabulators’ programming tells the tabulator where the ovals are for each race so that the scanner knows where to look for a voter’s vote.
Public Accuracy Testing is done in a public meeting of the local Election Commission and notice must be posted prior to the meeting occurring. Anyone from the public is welcome to attend and watch the process to see how it works.

0:02 - When a ballot is mailed out, it is sent by the voter’s LOCAL CLERK, not the Secretary of State. When it is returned to sender, it is returned to the LOCAL CLERK, not an SOS PO Box.
To be clear, those ballots would not be sent unless the voter has made a written request at some point to have ballots sent to them at the address in question.
